2.32.10 Establishment¶
There is established within the county of Del Norte a department of community development.

2.32.20 Director Of Transportation; Established¶
The office of director of transportation is established in accor dance with the provisions of Section 2006, 2006.1, et seq., of Cali fornia Streets and Highways Code.

2.32.30 Director Of Community Development; Established¶
There is established the position of director of community devel opment, who shall be in charge of the department of community development of the county. The officers of director of transportation, planning director, and manager of county Service Area No.1 shall be filled by one person who shall serve as the director of community development.

2.32.40 Director Of Community Development; Duties¶
The following functions shall be carried out by the director of community development:
All the duties of the offices of director of transportation, Man ager of County Service Area No. 1 and planning director,
Oversees the activities and operations of county airports, flood control, and engineering programs.
Manages the county's refuse disposal program.
Such other duties as may be from time to time prescribed by the board of supervisors.

2.32.50 Applicability¶
In the event any ordinance or sections of the Del Norte County Code are in conflict with the provisions of this chapter, the provisions of this chapter shall prevail.

2.32.60 County Surveyor¶
The office of county surveyor shall be filled by appointment of the board of supervisors, such officer to serve at the will of the board of supervisors as provided in Government Code Section 27550.
Pursuant to Government Code Section 24308, the county sur veyor shall possess the qualifications required by state law, and shall be the unit director of the engineering and surveying division of the community development department.
The county surveyor's immediate supervisor shall be the director of community development.

2.32.70 Code Enforcement Officer¶
Within the Community Development Department there is hereby established the position of Code Enforcement Officer. The Code Enforcement Officer shall have the following duties:
To perform the inspections and investigations, and to take such actions as are necessary to enforce compliance with County ordinances, resolutions, and regulations relating to zoning and land use, grading, nuisance, including visual blight, recreational vehicles and tents, and other codes and regulations as directed by the Director of Community Development.

2.32.72 Ex Officio Vehicle Abatement Officer¶
The Code Enforcement Officer shall also serve as a Vehicle Abatement Officer and in that capacity shall exercise all the duties and powers of a Vehicle Abatement Officer as described in Chapters 7.28 and 7.29 of this Code.

2.32.73 Ex Officio Parking Enforcement Officer¶
The Code Enforcement Officer shall also serve as a Parking Enforcement Officer and in that capacity, within the County of Del Norte, shall have the duty and power to enforce any parking ordinance of the County of Del Norte or the State of California.

2.32.74 Power To Issue Citations¶
The Code Enforcement Officer, when acting as such and when acting as a Vehicle Abatement Officer or a Parking Enforcement Officer, shall have the power to issue citations and civil penalties upon responsible parties to cause them to appear either before a County Hearing Officer or in court for infractions and misdemeanor violations of the Del Norte County Code. The Code Enforcement Officer, when acting as such and when acting as Vehicle Abatement Officer or Parking Enforcement Officer shall not have the power to arrest.
