10.16.10 County Airstrips¶
It is unlawful for operators of private land vehicles to drive upon or use in any way any airstrip owned or maintained by the county.

10.16.20 Private Land Vehicle Defined¶
"Private land vehicle" includes any vehicle mounted upon a wheel or wheels or tracks or runners whether self or power propelled.

10.16.30 Sign Posting¶
An adequate sign containing the prohibitions set forth in Sections 10.16.10 and 10.16.20 shall be posted in at least one prominent place on each airstrip covered by the provisions of Sections 10.16.10-10.16.30.

10.16.40 Pebble Beach; Driving Determined Harmful¶
The Board of Supervisors has determined after a hearing duly held for that purpose that the operation of motor vehicles on Pebble Beach between the angling access area at the foot of Pacific Avenue and continuing to North Beach at Pebble beach Drive also known as Radio Road is dangerous to persons using the beach and that the increased usage, noise, vehicle emissions and dune habitat deterioration is a disturbance to the peace of adjoining landowners and a public safety hazard due to the continued deterioration and irreparable damage of the dune area.

10.16.50 Pebble Beach; Motor Vehicle Restrictions¶
It is unlawful for any person to drive or operate any vehicle propelled by an internal combustion engine upon, along or across Pebble Beach from the angling access area at the foot of Pacific Avenue to North Beach at Pebble Beach Drive also known as Radio Road.

10.16.60 Pebble Beach; Exceptions To Motor Vehicle Restrictions¶
The provisions of Sections 10.16.40 and 10.16.50 shall not apply to such vehicles as are duly authorized and actually used for search and rescue operations by the sheriffs department or other public authority. Additionally, an exception is granted to those specifically authorized by the property owner for access to and from the Pacific Ocean for the launching of fishing craft. The area of this exception is to lie between Marhoffer Creek, north to the access gate and to the Pacific Ocean.

10.16.70 North Beach And South Beach; Findings¶
In order to protect the public health and safety and to preserve the pristine beauty of North Beach and South Beach, the Board of Supervisors has determined that operation of motorized vehicles on North Beach and South Beach should be prohibited subject to certain exceptions.
Sections 10.16.70 through 10.16.130 are consistent with the Del Norte County local coastal program.

10.16.80 North Beach And South Beach; Definitions¶
As used in Sections 10.16.70 through 10.16.130, the following terms have the meanings as set forth in this section.
"Motor vehicle" means any vehicle with an engine or motor which motor or engine is powered by means of internal combustion, electricity, solar energy, methane or any other power source.
"Permit year" means April 1st of one year to March 31st of the following year.
"North Beach" means the beach on the Pacific Ocean, which begins at the most westerly projection of Point Saint George, north of Crescent City, and continues in a northeasterly direction approximately one and onehalf miles to the mouth of Sweetwater Creek within the Tolowa Dunes State Park. Sweetwater Creek drains from Dead Lake to the Pacific Ocean. The beach includes, but is not limited to, all sandy areas seaward of the first line of vegetation.
"South Beach" means the beach on the Pacific Ocean, which begins near Anchor Way at Highway 101 about one-quarter mile south of Crescent City and continues in a southeasterly direction to the Crescent Beach overlook within the Redwood National Park. The beach includes, but is not limited to, all sandy areas seaward of the first line of vegetation. The Crescent Beach Overlook is identified as White Knob 2 on the United States Geological Survey 7.5 Quadrangle Map as "Sisters Rocks."

10.16.90 North Beach And South Beach; Infraction¶
It is unlawful and an infraction for any person to drive, park or operate any motor vehicle upon, along, or across South Beach or North Beach unless such person has in his or her possession a permit issued pursuant to the terms of Section 10.16.100.

10.16.100 North Beach And South Beach; Permit¶
A permit to operate a motor vehicle on North Beach and South Beach may be issued by the County Administrative Officer or his or her designee upon proof of the following facts:
The applicant has a current license for commercial or sport fishing, or
The applicant, or a person for whom the applicant is a caretaker, is disabled to the extent that the person suffering the disability cannot access the beach without a motor vehicle, and the applicant has medical verification of such disability, or
The applicant has filed a written declaration with the County Administrative Officer or his or her designee of the applicant's intent to drive a vehicle upon the beach for the sole purpose of cutting or collecting firewood or driftwood, and
The applicant present evidence of financial responsibility showing that the applicant has the minimum required limits of automobile insurance as set forth in Section 16056 of the California Vehicle Code or otherwise satisfies the financial responsibility requirements of the California Vehicle Code.
A separate permit must be obtained for each vehicle to be parked, driven, operated or controlled by the applicant on North Beach or South Beach.
Permits shall be displayed in the lower left windshield of the vehicle during all times the vehicle is on North Beach or South Beach.
Those persons who have obtained a permit pursuant to subsection (A)(1) of this section are prohibited from driving, parking or operating any motor vehicle upon, along or across North Beach or South Beach unless they have in their possession and are using fishing gear normally used for sports fishing license or normally used in the commercial fishing license.
Those persons who have obtained a permit pursuant to subsection (A)(2) of this section are prohibited from driving, parking or operating any motor vehicle upon, along, or across North Beach or South Beach unless accompanied by the person suffering the disability which entitled them to issuance of a permit.
Those persons who have obtained a permit pursuant to subsection (A)(3) of this section are prohibited from driving, parking or operating any motor vehicle upon, along, or across North Beach or South Beach unless they have in their possession and are using equipment and gear normally used for the purpose of cutting or collecting firewood or driftwood. As to South Beach, such activities may take place only during the months of December, January and February. As to North Beach, such activities may take place year round.
Permits issued pursuant to Sections 10.16.70 through 10.16.130 shall be effective for one year from April 1st through March 31st. The County Administrative Officer or his or her designee shall not issue a permit until the applicant has paid a fee as set forth in the County's Master Fee Ordinance for each permit issued, regardless of when the permit is issued during the permit year. A person who is qualified
to receive and has applied for a permit pursuant to more than one provision of Section 10.16.100(A), shall not be required to pay more than one ten dollar fee. However, separate permits are required for South Beach and North Beach.
Any person who has applied for and been denied a permit may appeal the decision of the County Administrative Officer or his or her designee to deny the permit to the Board of Supervisors. Such an appeal shall be in writing. The appeal will be considered by the Board of Supervisors at the next regularly scheduled meeting for which an agenda has not been prepared at the time the appeal is filed.
A separate permit must be obtained from the Redwood National and State Parks for that portion of the beach identified as extending from the park boundary south to cliffs below Crescent Beach Overlook.
Access to North Beach from Pebble Beach Drive (aka Radio Road) across the land at Point Saint George is limited to the existing gravel road from the parking lot directly to North Beach.
In addition to the permit fee specified in Subdivision G above, permit holders for access to North Beach shall also pay a refundable key deposit of $40.00 (Forty dollars and no cents).

10.16.110 North Beach And South Beach; Signs¶
Signs shall be posted to advise persons that vehicular traffic is unlawful without a permit. Neither the failure to post a sign nor the destruction of the sign shall relieve any person of the obligation to determine whether vehicles are allowed on North beach or South Beach.

10.16.120 North Beach And South Beach; Overnight Camping¶
North Beach nor South Beach are designated in Chapter 12.20 as areas where overnight camping is permitted.

10.16.130 North Beach And South Beach; Speed Limit¶
For those persons and vehicles permitted to drive upon North Beach or South Beach pursuant to Section 10.16.100, the following restrictions shall apply:
There is established a speed limit of ten miles per hour for and including the entire North beach and South Beach area.
Vehicles are permitted to drive only upon that part of North Beach and South Beach, above the mean high tide mark.

10.16.140 Point Saint George Lands; Findings¶
In order top protect the public health and safety to preserve sensitive resources located at Point Saint George, the Board of Supervisors has determined that operation of motorized vehicles on these lands shall be prohibited subject to certain exceptions.
Sections 10.16.140 through 10.16.180 are consistent with the Del Norte County local coastal program.

10.16.150 Point Saint George Lands; Definitions¶
As used in Sections 10.16.140 through 10.16.180, the following terms have the meanings as set forth in this section.
"Point Saint George land" means the property lying west of the Del Norte County airport and surrounded by the Pacific Ocean. These lands also include the land lying west of Pebble Beach Drive south of Washington Boulevard to Marhoffer Creek.
"Motor Vehicle" means any vehicle with an engine or motor which is powered by means of internal combustion, electricity, solar energy, methane, or any other power source.
"Permit" means a valid permit obtained to access North Beach as described in Section 10.16.100 or a lease agreement with the County to graze cattle upon the lands of Point Saint George.

10.16.160 Point Saint George Lands; Infractions¶
It is unlawful and an infraction for any person to drive, park, or operate any motor vehicle upon, along, or across the lands at Point Saint George, other than upon an improved road surface designated for vehicle use or upon a designated parking lot unless such a person has in his or her possession a permit issued pursuant to the terms of Section 10.16.100.

10.16.170 Point Saint George Lands; Signs¶
Signs shall be posted to advise persons that vehicular traffic is unlawful without a permit. Neither failure to post nor the destruction of the sign shall relieve any person of the obligation to determine whether vehicles are allowed on Point Saint George lands.

10.16.180 Point Saint George Lands; Overnight Camping¶
The lands at Point Saint George are not areas designated in Chapter 12.20 as areas where overnight camping is permitted.
