15.08.10 Definitions Generally¶
The definitions given in this chapter shall be used in the interpretation of the issuance of permits, the making of charges for service and all other operations of Chapters 15.08 through 15.44, unless another meaning for the word is apparent from the context.
For the purpose of Chapters 15.08 through 15.44, the terms used herein are defined as set forth in this chapter.

15.08.20 Applicant¶
"Applicant" means the person, or his authorized agent, making application for a permit for a sewer or plumbing installation and shall be the owner of premises to be served by the sewer for which a permit is requested.

15.08.30 Board¶
"Board" means the board of directors of Del Norte County Service Area No. 1.

15.08.40 BOD Or Biochemical Oxygen Demand¶
"BOD" or "biochemical oxygen demand" means the measure of decomposable organic material in domestic or industrial wastewaters as represented by the oxygen utilized over a period of five days at twenty degrees Centigrade, and as determined by the appropriate procedure in "standard methods."

15.08.50 Building¶
"Building" means any structure used for human habitation, business or commercial activity, industry, recreation, public use. or other purpose containing sanitary facilities.

15.08.60 Building Sewer¶
"Building sewer" means that portion of any sewer beginning at the plumbing or drainage outlet of any building and extending to the property line.

15.08.70 Chlorine Demand¶
"Chlorine demand" means the difference between the amount of chlorine added to a wastewater sample and the amount remaining at the end of a thirty-minute period as determined by the procedures given in "standard methods."

15.08.80 City¶
"City" means the city of Crescent City.

15.08.90 COD Or Chemical Oxygen Demand¶
"COD" or "chemical oxygen demand" means the measure of chemically decomposable material in domestic or industrial wastewater as represented by the oxygen utilized, as determined by the appropriate procedure described in "standard methods."

15.08.100 Commercial Owner¶
"Commercial owner" means any owner who is not a residential owner, industrial owner or institutional owner.

15.08.110 Contractor¶
"Contractor" means an individual, firm, corporation, partnership or association duly licensed by the state to perform the type of work to be done under the permit.

15.08.120 Discharger¶
"Discharger" means any person that discharges or causes a discharge to a public sewer.

15.08.130 Dissolved Solids¶
"Dissolved solids" means the solid matter in solution in the wastewater, and shall be obtained by evaporation of a sample from which all suspended matter has been removed by filtration as determined by the procedures in "standard methods."

15.08.140 District¶
"District" means Del Norte County Service Area No. 1, Del Norte County, California.

15.08.150 District Engineer¶
"District engineer" means the engineer of the district or his duly authorized deputy or agent, and shall be a registered civil engineer acting for and appointed by the board.

15.08.160 Domestic Wastewater¶
"Domestic wastewater" means the water-carried wastes produced from noncommercial or nonindustrial activities and which result from normal human living processes.

15.08.170 Dwelling Unit¶
"Dwelling unit" means any single-family dwelling of one or more rooms having one or more plumbing fixtures suitable for residential occupancy by any number of persons living together as a single family, including single-family dwelling units, and each group of rooms constituting a dwelling unit for a single family in any multiple dwelling structure.

15.08.180 Effluent¶
"Effluent" means the liquid outflow of any facility designed to treat, convey or retain wastewater.

15.08.190 Family¶
"Family" means any one or more persons comprising a single family unit.

15.08.200 Garbage¶
"Garbage" means or includes kitchen and table refuse, offal, swill, and every accumulation of animal, vegetable, and other matter that attends the preparation, consumption, decay or dealing in the storage of meats, fish, birds, fruits or vegetables, and all broken or discarded crockery, bottles and tin vessels. Dead animals, swill, offal and other salvable waste matter having a value shall not be included within the meaning of the word garbage.

15.08.210 Gravity Separation Interceptor¶
"Gravity separation interceptor" means any facility designed, constructed and operated for the purpose of removing and retaining dangerous, deleterious or prohibited constituents from wastewater by differential gravity separation before discharge to the public sewer.

15.08.220 Industrial Connection Sewer¶
"Industrial connection sewer" means the sewer connecting the building sewer or building waste drainage system to the public sewer for the purpose of conveying industrial wastewater.

15.08.230 Industrial Owner¶
"Industrial owner" means any owner on whose premises any manufacturing or processing activity for profit is engaged in, including the manufacturing or processing of agricultural products, animals, poultry, goods, wares or other products or materials.

15.08.240 Industrial Wastewater¶
"Industrial wastewater" means all water-carried wastes and wastewater of the community, excluding domestic wastewater and uncontaminated water, and includes all wastewater from any producing, manufacturing, processing, institutional, commercial, agricultural or other operation where the wastewater discharged includes significant quantities of wastes of nonhuman origin.

15.08.250 Inspector¶
"Inspector" means a person authorized by the district engineer to inspect wastewater generation, conveyance, processing and disposal facilities.

15.08.260 Institutional Owner¶
"Institutional owner" means any owner, public or nonprofit school, church, hospital, lodge, club, fire department, library, memorial building, or other public or nonprofit activity.

15.08.270 Lateral Sewer¶
"Lateral sewer" means the sewer from the main sewer to the property line.

15.08.280 Local Sewering Agency¶
"Local sewering agency" means Del Norte County Service Area No. 1, or other public agency legally authorized to construct, maintain and operate a system of lateral or collecting sewers.

15.08.290 Manager¶
"Manager" means the person or persons appointed by the board to administer and enforce the rules and regulations of the district.

15.08.300 Multiple Dwelling Structure¶
"Multiple-dwelling structure" means any two or more dwelling units in any single building or structure or group of buildings or structures, including any apartment house or apartment court, excepting any multiplelodging structure.

15.08.310 Multiple Lodging Structure¶
"Multiple-lodging structure" means any two or more lodging units in any single building or structure or group of buildings or structures, including any rooming house, hotel or motel.

15.08.320 Outside Sewer¶
"Outside sewer" means a sanitary sewer beyond the district limits not subject to the control or jurisdiction of the district.

15.08.330 Peak Flow Rate¶
"Peak flow rate" means the average rate at which wastewater is discharged to a public sewer during the highest thirty-minute flow period in the preceding twelve months.

15.08.340 Permit¶
"Permit" means any written authorization required pursuant to this or any other regulation of the district for the installation of any sewage works.

15.08.350 Person¶
"Person" means any individual, partnership, committee, association, corporation, public agency, and any other organization or group of persons, public or private.

15.08.360 Plant¶
"Plant" means the wastewater treatment plant of the city.

15.08.370 Premises¶
"Premises" means any lot, or any piece or parcel of land comprising two or more lots of record in one ownership, or any building or other structure or any part of any building or structure used or useful for human habitation or gathering or for carrying on a business or occupation or any commercial or industrial activity.

15.08.380 Public Sewer¶
"Public sewer" means a sewer lying within a street and which is under the jurisdiction of the district or other public agencies.

15.08.390 Residential Owner¶
"Residential owner" means any owner whose premises are used solely for residential purposes by any one or more persons.

15.08.400 Sewer Standards¶
"Sewer standards" means the minimum standards for sewer construction in the district which are on file in the office of the district engineer.

15.08.410 Sanitary Sewer¶
"Sanitary sewer" means a sewer which carries sewage and to which storm, surface and groundwater are not intentionally admitted.

15.08.420 Section¶
"Section" means a section of this chapter.

15.08.430 Sewage¶
"Sewage" means water and water-carried wastes, including industrial sewage and industrial wastes, disposed of or disposable through plumbing outlets and carried through and ultimately disposed of by the municipal sewage disposal system.

15.08.440 Sewer¶
"Sewer" means a pipe or conduit for carrying sewage.

15.08.450 Sewerage System¶
"Sewerage system" means a network of wastewater collection, conveyance, treatment and disposal facilities interconnected by sewers, and owned by the district and/or city.

15.08.460 Sewer Service¶
"Sewer service" means the services and facilities for collection, treatment and disposal of sewage furnished or available to premises by the sewer system.

15.08.470 Shall And May¶
"Shall" and "may." "Shall" is mandatory and "may" is permissive.

15.08.480 Single-Family Dwelling¶
"Single-family dwelling" means one dwelling unit in a single structure.

15.08.490 Solid Wastes¶
"Solid wastes" means the non-liquid carried wastes normally considered to be suitable for disposal with refuse at sanitary landfill refuse disposal site.

15.08.500 Standard Methods¶
"Standard methods" means the current edition of "Standard Methods for the Examination of Water and Wastewater," as published by the American Public Health Association.

15.08.510 Storm Drain¶
"Storm drain" means a conduit which carries storm and surface or groundwater and drainage, but excludes sewage and polluted industrial wastes.

15.08.520 Street¶
"Street" means any public highway, road, street, avenue, alley, way, easement or right-of-way in the district.

15.08.530 Suspended Solids¶
"Suspended solids" means the insoluble solid matter suspended in wastewater that is separated by laboratory filtration in accordance with the procedure described in "standard methods."

15.08.540 Trade Secrets¶
"Trade secrets" means and includes but shall not be limited to any formula, plan, pattern, process, tool, mechanism, compound, procedure, production data or compilation of information which is not patented, which is known only to certain individuals within a commercial concern who are using it to fabricate, produce or compound an article of trade or a service having a commercial value, and which gives its user an opportunity to obtain a business advantage over competitors who do not know or use it.

15.08.560 Uncontaminated Water¶
"Uncontaminated water" means any wasted water of the community not contaminated or polluted with wastewater and which is suitable or could readily be made suitable for discharge to the municipal storm water drainage system.

15.08.570 User¶
"User" means the discharger and the person discharging sewage into treatment facilities of the district.

15.08.580 Wastewater¶
"Wastewater" means the water-carried wastes of the community derived from human or industrial sources including domestic wastewater and industrial wastewater. Rainwater, groundwater or drainage of uncontaminated water is not wastewater.

15.08.590 Additional Definitions¶
For the purpose of Chapters 15.08 through 15.44, additional terms shall have the meaning indicated in Chapter 1 of the edition that is most recent, from time to time, of that certain plumbing code entitled "Western Plumbing Officials Uniform Plumbing Code," adopted by the Western Plumbing Officials Association, copies of which are on file in the office of the district.
