10.10.10 Definitions¶
Whenever in this article terms, conditions or phrases are used which are not defined herein, but which are defined in the California Vehicle Code, the definition and meaning shall be applied as set forth and contained in the provisions of the Vehicle Code, and amendments thereto.

10.10.20 Signage¶
All parking areas and travel ways regulated under this chapter or under any resolutions adopted pursuant to this Chapter shall be appropriately signed or marked to give adequate notice of the regulation prior to any enforcement action.
The building maintenance superintendent, the community development director, their designees, or other individuals or departments authorized by the board of supervisors shall have the authority to erect signs, place parking meters and cause the curbs and parking facilities on county property to be marked in accordance with these parking regulations, any resolutions adopted pursuant to this chapter and vehicle code sections 21400, 21458, 22511.7, and 22511.8. When authorized signs, parking meters or curb markings have been determined to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle in the area designated by such sign, parking meter or curb marking in violation thereof. The building maintenance superintendent or other authorized individuals shall designate the areas on county property subject to the following parking regulations, in accordance with any applicable parking resolutions:
No Parking. In those areas so designated, parking shall be prohibited at all times. When such curb markings or signs are in place, no operator of any vehicle shall stop, stand or park such vehicle adjacent to any such curb markings or sign. Red curbs shall indicate "no parking."
Freight Loading. In those areas so designated, parking shall be restricted to vehicles engaged in loading or unloading freight, and then only for the time actually necessary for the same, but not to exceed a maximum period of thirty (30) consecutive minutes. Freight loading zones shall have yellow curb markings. No person shall stop, stand, or park a vehicle in any freight loading zone for any purpose other than loading or unloading freight. Vehicles loading or unloading freight must also have a permit or valid commercial licensed plates.
Passenger Loading. In those areas so designated, parking shall be restricted to vehicles engaged in loading or unloading passengers, and then only for the time actually necessary for the same, but not to exceed a maximum period of thirty (30) consecutive minutes, unless another time is specified. Passenger loading zones shall have white curb markings. No person shall stop, stand, or park a vehicle in any passenger loading zone for any purpose other than loading or unloading passengers or to deposit mail in an adjacent mailbox.
Timed Parking Zones. Parking shall be limited to the times designated in the following time limited parking zones. Green curb markings shall indicate that a timed parking zone is applicable, and signs shall specify the time limit. Such limitations shall apply between the hours of 7:00 a.m. and 6:00 p.m., except Saturdays, Sundays, and county-observed holidays, unless further designated as applying for a longer period up to twenty-four (24) hours or further designated as applying during weekend days or holidays. In all parking time zones, a vehicle must leave the block and timed parking zone after parking once the posted time has expired and may not return to this block/zone for a minimum of two (2) hours.
Fifteen (15) minutes.
Thirty (30) minutes.
One (1) hour.
Ninety (90) minutes.
Two (2) hours.
Three (3) hours.
Four (4) hours.
Handicapped or Disabled. In those areas so designated, parking shall be limited exclusively to the vehicles of handicapped or disabled persons in accordance with California Vehicle Code section 22511.5. Blue curbs shall be indicative of disabled persons or disabled veterans.

10.10.30 Parked In Excess Of Seventy-Two Hours¶
No person who owns or has possession, custody or control of any vehicle shall park or leave a vehicle upon any highway for more than a consecutive period of seventy-two (72) hours.

10.10.40 Blocking Highway¶
It is unlawful for any person to park or leave standing a vehicle along a highway, whether attended or unattended, which reduces the traveled way to less than 20 feet wide.

10.10.50 Parked In Closed County Property¶
No person shall stop, stand, or park a vehicle on county property after posted closing times, unless the person is an authorized county employee or otherwise permitted by the county.
Closed county property shall be designated by signage consistent with this chapter.
Any fenced county parking lots shall be considered closed county property.
Overnight parking shall be specifically restricted at the following county properties from 11pm until 5am of the following day, when they shall be considered closed:
Bertsch-Oceanview Park
Klamath Glen Boat Launch Facility
Klamath Townsite Boat Launch Facility
Mouth of the Smith River Access Area
Never Dying Redwood
Preston Island Access Area

10.10.60 Trailers¶
It is unlawful for a trailer to be located upon a roadway if it is not physically connected to a tow vehicle capable of legally towing the attached trailer except while loading and unloading.

10.10.70 Establishment By Resolution¶
It is the intention of the Del Norte County Board of Supervisors to exercise its full authority inherent in its police power and as specified in California Vehicle Code sections 22506, 22507, 22507.1, 22507.2, 22507.6. 22509. 22510, 22511, 22511.7, and 22519 or any other California law by establishing by resolution all parking and related rules not otherwise set forth in this Chapter 12 of Title 10 of this code.

10.10.80 County Designated Parking For The Disabled¶
In all applicable projects subject to their review, the community development department shall approve or designate parking spaces for the exclusive use of any vehicle which displays either a special identification license plate issued pursuant to California Vehicle Code Section 5007 or a distinguishing placard issued pursuant to California Vehicle Code Section 22511.55 or 22511.59. Such parking spaces shall be designated in compliance with Title 24 of the California Code of Regulations.

10.10.90 Visual Designation Of Disabled Parking¶
The county or any person in lawful possession of an off street parking facility may designate stalls or spaces in an off street parking facility owned or operated by the county or such person for the exclusive use of any vehicle which displays either a special identification license plate issued pursuant to California Vehicle Code Section 5007 or a distinguishing placard issued pursuant to California Vehicle Code Section 22511.55 or 22511.59. The designation shall be made by posting a sign as described in subsection A of this section, and by either of the markings described in subsection B or C of this section:
By posting immediately adjacent to, and visible from, each stall or space, a sign consisting of a profile view of a wheelchair with occupant in white on a blue background.
The sign shall also clearly and conspicuously state the following: "Minimum Fine $250." This subparagraph (2) applies only to signs for parking spaces constructed on or after July 1, 2008, and signs that are replaced on or after July 1, 2008.
By outlining or painting the stall or space in blue and outlining on the ground in the stall or space in white or suitable contrasting color a profile view depicting a wheelchair with occupant.
The loading and unloading area of the pavement adjacent to a parking stall or space designated for disabled persons or disabled veterans shall be marked by a border and hatched lines. The border shall be painted blue and the hatched lines shall be painted a suitable contrasting color to the parking space. Blue or white paint is preferred. In addition, within the border the words 'No
Parking" shall be painted in white letters no less than 12 inches high. This subparagraph (2) applies only to parking spaces constructed on or after July 1, 2008, and painting that is done on or after July l, 2008.
- By outlining a profile view of a wheelchair with occupant in white on a blue background, of the same dimensions as in subsection B of this section. The profile view shall be located so that it is visible to a traffic enforcement officer when a vehicle is properly parked in the space.

10.10.100 Prohibited Parking¶
The parking of a vehicle on streets or highways or in a parking stall or space in a privately or publicly owned or operated off street parking facility is restricted to general parking without special privilege, when the vehicle displays, in order to obtain special parking privileges, a distinguishing placard or special license plate, issued pursuant to California Vehicle Code Sections 5007, 22511.55, or 22511.59, and any of the following conditions are met:
The records of the Department of Motor Vehicles for the identification number assigned to the placard or license plate indicate that the placard or license plate has been reported as lost, stolen, surrendered, canceled, revoked, or expired, or was issued to a person who has been reported as deceased for a period exceeding sixty (60) days.
The placard or license plate is displayed on a vehicle that is not being used to transport, and is not in the reasonable proximity of, the person to whom the license plate or placard was issued or a person who is authorized to be transported in the vehicle displaying that placard or license plate.
The placard or license plate is counterfeit, forged, altered, or mutilated.

10.10.110 Signs For Private And County Facilities¶
- Except as provided in California Vehicle Code Section 22511.9, the posting required for an off street parking facility owned or operated either privately or by the county shall consist of a sign not less than seventeen by twenty-two inches (17”x22”) in size with lettering not less than one inch (1”) in height which clearly and conspicuously states the following: "Unauthorized vehicles not displaying distinguishing placards or license plates issued for disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed at (address of towing service) or by telephoning (telephone number of towing service)."
The sign shall be posted in either of the following locations:
Immediately adjacent to, and visible from, the stall or space.
In a conspicuous place at each entrance to the off street parking facility.
If the parking facility is privately owned and public parking is prohibited by the posting of a sign meeting the requirements of paragraph (1) of subdivision (a) of California Vehicle Code Section 22658, the sign requirements of this section may be met by the posting of a sign immediately adjacent to, and visible from, each stall or space indicating that a vehicle not meeting the requirements of Section 10.10.90 will be removed at the owner's expense and containing the telephone number of the local traffic law enforcement agency.

10.10.120 Removal From Private Facility¶
If posted in accordance with this chapter, the owner or person in lawful possession of a privately owned or operated off street parking facility, after notifying the police or sheriff's department, may cause the removal of a vehicle from a stall or space designated pursuant to Section 10.10.90 of this chapter, pursuant to California Vehicle Code Sections 22850 through 22856, unless a special identification license plate issued pursuant to California Vehicle Code Section 5007 or distinguishing placard issued pursuant to California Vehicle Code Section 22511.55 or 22511.59 is displayed on the vehicle.

10.10.130 Removal From County Facility¶
With respect to a county owned or operated off street parking facility, if posted in accordance with this chapter, the county administrative officer, the building maintenance superintendent or their designee(s), may notify the police or sheriff’s department, and cause the removal of a vehicle from a stall or space designated pursuant to Section 10.10.90, pursuant to California Vehicle Code Sections 22850 through 22856, unless a special identification license plate issued pursuant to California Vehicle Code Section 5007 or a distinguishing placard issued pursuant to California Vehicle Code Section 22511.55 or 22511.59 is displayed on the vehicle.

10.10.140 Veterans¶
Nothing in this chapter shall be construed to restrict the privilege granted to disabled persons and disabled veterans by Section 22511.5 of the California Vehicle Code.

10.10.150 Emergency Vehicles¶
Stopping, parking, or leaving standing a vehicle, whether attended or unattended, except if necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device, within 15 feet of a driveway that is used by an emergency vehicle owned or operated by a police department, ambulance service care provider, or general acute care hospital, to enter or exit a police station, ambulance service provider facility, or general acute care hospital is prohibited. This section does not apply to any vehicle owned or operated by a fire department, police department, ambulance service provider, or general acute care hospital, if the vehicle is clearly marked as a fire department vehicle, police department vehicle, ambulance, or general acute care hospital vehicle.
This section is only effective if appropriate curb markings or "KEEP CLEAR" pavement markings and signs that delineate the area specified in subdivision (A) are present.

10.10.160 Removal Of Vehicles; Costs For Removal And Storage¶
To the extent allowed by California law, all vehicles parked in violation of this Chapter and resolutions entered pursuant to this Chapter are subject to removal. All charges and expense incurred in removing, keeping and storing any vehicle shall be, to the extent allowed by California law, paid by the owner or person entitled to possession of the vehicle before the vehicle shall be returned.

10.10.170 Infraction¶
Any violation of this Chapter or otherwise relating to parking violations under Chapter 9, Division 11 of the California Vehicle Code, sections 22500 through 22526, shall constitute an infraction subject to civil penalties set by resolution and the parking enforcement procedure in Title 10 Chapter 12 of the Del Norte County Code.
