2.10.10 Office Created¶
There is in the county of Del Norte the office of county administrative officer. The county administrative officer shall be appointed by the board of supervisors.

2.10.20 Conditions Of Tenure; Salary¶
The county administrative officer shall serve at the will of the board of supervisors. The county administrative officer shall receive a salary which shall be fixed by the board of supervisors prior to appointment. The salary, benefits and other conditions of employment of the county administrative officer shall be set by the board of supervisors by resolution.

2.10.30 Duties¶
A. Assist in development and implementation of county administrative actions.
B. Coordinate county budget and budget-related procedures and recommend revisions county budget development policy and procedures.
C. Review and revise county's policy and procedure manual.
D. Assure proper and timely implementation of board of supervisors' actions and orders.
E. Research and prepare various resolutions, reports and correspondence related to board of supervisors activities and operations.
F. Assist in coordination of county interdepartmental activities and operations.
G. Can represent board of supervisors at various meetings, conferences, hearings and seminars, if board of supervisors members are not available or as directed by the board of supervisors.
H. Prepare recommendations to the board of supervisors regarding changes in county policies and procedures.
I. Act as an information source to the general public regarding various county policies and procedures as directed by the chairman of the board of supervisors.
J. Negotiate and develop agreements and contracts with county labor groups and other organizations as directed by the board of supervisors.
K. Review, prior to approval, personnel related actions as they pertain to the county budget.
L. Supervise and administer departmental budgets under the direction of the office of county administration, including authorization of departmental expenditures.
M. Supervise and act as appointing authority for personnel within county administration, the board of supervisors' office, veterans' services, office of emergency services, and county recreation.
N. Act as temporary project director or department head, etc., as directed by the board of supervisors in emergency situations or when the board feels that such action is in the best interests of the county.
O. Perform related duties as required and directed by the board of supervisors.
P. Attend all regular and special board of supervisors meetings.

2.10.40 Separation Of Authority And Duties¶
No provision of this chapter shall be deemed or construed to grant any authority to or impose any duty upon the county adminis trative officer which is by law or ordinance imposed on any other officer, department, agency, commission or employee, nor to dele gate to the county administrative officer any duty or authority required to be performed or exercised by the board of supervisors.

2.10.50 Responsibility Of Office¶
The most important function of the office of administration shall be to insure full, complete, and open access to the board of supervisors by department heads, employees, and members of the general public.

2.10.60 Removal Procedure¶
The county administrative officer may be removed by a majority vote of the board of supervisors. The effective date of such removal shall be thirty days from the date of said majority vote by the board of supervisors.

2.10.70 Resignation Procedure¶
To leave the county in good standing, the county administrative officer shall give at least thirty days' advanced notice of his intention to resign.

2.10.80 Purchasing Agent¶
The county administrative officer shall act in the capacity of ex officio purchasing agent and perform all of the duties of that office as set forth in Chapter 2.33 of this code.

2.10.90 Director Of Emergency Services¶
The county administrative officer shall act in the capacity of the emergency services director and perform all of the duties of that office as set forth in Chapter 2.60 of this code.
