16.08.10 General¶
A tentative map shall be submitted for all land divisions and lot line adjustments in Del Norte County. The maps and required accompanying information shall be filed along with the appropriate fee with the county planning department. Tentative maps will not be accepted without the required accompanying material.

16.08.20 Major Subdivisions¶
Tentative maps shall be eighteen by twenty-six inches in size and to a scale of not less than one inch equals one hundred feet unless otherwise approved by the county planner on his finding that an alternate scale will permit presentation of map data of acceptable completeness and clarity.

16.08.21 Map Contents¶
A tentative map shall contain the following information:
A site location sketch indicating the location of the property to be divided.
The tract name (if any), date, north arrow, scale and sufficient description to define the location and boundaries of the proposed tract.
Name and address of record of owner or owners of the property to be divided and all parcels contiguous thereto.
Name and address of the subdivider.
Name, business address and number of the registered civil engineer or licensed surveyor who prepared the map (if any).
The locations, names, widths, approximate grade and curve radii of all roads, streets, highways and ways proposed and existing within the property and along the boundaries thereof to the extent such information regarding said existing highways is available in the county department of public works.
Sufficient elevations or contours to determine the general slope of the land and the high and low points thereof and natural drainage.
The location and character of all existing and proposed public utility facilities on the property or on adjoining and contiguous highways, streets and ways, and the appropriate widths, location and identification of all existing or proposed easements.
Approximate lot layout and approximate dimensions of each lot.
Preliminary roadway cut-and-fill slope areas.
The outline of any existing buildings to remain in place, and their locations in relation to existing or proposed streets.
Approximate areas subject to inundation or stormwater overflow and the approximate location, width and direction of flow of all water courses.
Approximate locations of existing wells, springs and sewage disposal systems, and of test wells, percolation holes and sufficient flagged reference points for use by appropriate public agencies for field check purposes.
Locations of cuts and fills, approximate quantities and proposed siltation control.

16.08.22 Subdivider's Statement¶
A subdivider's statement shall be submitted with each tentative map. The subdivider's statement required by this section shall contain the following information:
Existing use or uses of the property.
Proposed use of the property. If the property is proposed to be used for more than one purpose, the area, lots or lot proposed for each type of use shall be shown on the tentative map.
Descriptive information on the following:
Proposed drainage channel changes and flood control measures.
Proposed domestic water supply and sewage systems.
Proposed Street, surface drainage, grading, fire protection and other improvements.

16.08.23 Additional Information¶
The following documents shall be submitted with each tentative map:
An information sheet (form supplied by the planning department).
An initial study information form (supplied by the planning department).
A current preliminary title report including an assessor's plat map.
A letter describing and setting forth the reasons for any exceptions requested to the provisions of this title, and for any rezoning, use permit or zoning variance which may be necessary to permit proposed uses of land and structures within the property.

16.08.24 Soil Report¶
A preliminary soil report prepared by a civil engineer registered in this state and based upon adequate test borings, shall be submitted for each tentative map for a subdivision creating five or more parcels unless waived by the director of public works when, based on knowledge of soil qualities of the site, he determines that no preliminary analysis is necessary.

16.08.25 Fees¶
Filing fees shall be paid to the county planning department and shall be as prescribed in the current fee schedule resolution of the board of supervisors.

16.08.30 Minor Subdivisions And Lot Line Adjustments¶
Tentative maps shall be drawn and submitted on a form supplied by the planning department. All pertinent information requested on the form shall be answered prior to acceptance of the tentative map. Other required documents and additional information:
An information sheet (supplied by the planning department).
An initial study information form (supplied by the planning department).
Proof of interest in the parcel proposed for subdivision (deed, escrow instructions, deposit receipt).
An assessor's plat map; and
A completed waiver of notice of merger form, for lot line adjustments (supplied by planning department).

16.08.32 Lot Line Adjustments¶
In addition to the above requirements, the application shall include:
Copies of the deeds of all affected parties.
A letter describing the purpose or situation warranting the finding that a lot line adjustment is in order.
Delineate on the tentative map the area(s) to be adjusted showing existing lot lines and the proposed lot lines.
Identify on the tentative map that the project is a lot line adjustment.

16.08.40 Environmental Review Committee - Duties¶
The environmental review committee (ERC) shall make recommendations to the planning commission regarding tentative maps. When necessary, a field review of the property may be made by members of ERC. In such cases, the applicant or his representative will be notified of the approximate time and date of the review.
If the committee believes that the tentative map or information furnished is insufficient to allow the preparation of recommendations, it shall, at the earliest opportunity but no later than thirty days from the receipt of the application, advise the applicant or his representative of the additional information necessary. Until the additional information has been submitted, the application shall be considered incomplete. This additional information shall include, but not be limited to, environmental documents, soils analysis, depth to groundwater tests, topographical data, drainage data, etc. Unless a request in writing is made by the applicant to the county planner to forward a tentative map to the planning commission pursuant to Section 16.12.50 of this title, the ERC shall consider there to be implied mutual consent to a waiver of the time limitations prescribed under Government Code Sections 66452.1 and 66452.4.
The ERC recommendations shall be contained in the staff report to the planning commission. There shall be a recommendation for action on an environmental document, approval or denial of the application and any appropriate contingencies.
A copy of the staff report shall be forwarded to the applicant prior to the planning commission meeting. An applicant may withdraw the map in writing from the planning commission agenda and reschedule it for an ERC meeting. An applicant or his representative may attend any ERC meeting if they so desire.

16.08.50 Nontitle Information¶
In the event that additional survey and map information as defined and described in Section 16.04.20 of this title is required to be placed on the final map, such information shall be placed on an additional map sheet or sheets. The additional sheets shall indicate their relationship to the final map, and shall contain a statement to the effect that the additional information is for informational purposes, describing conditions as of the date of Filing and is not intended to affect record title interest. The additional map sheets may also contain a notification that the information is derived from public records or reports. and its inclusion in the map does not imply the correctness or sufficiency of these records or reports by the preparer of the map.
