2.32.010 Agency created. There is created

and established a planning agency for the county consisting of the board of supervisors, the planning commission and the community development department, which agency shall carry out its functions in the manner prescribed by the board. 2.32.020 Planning commission - Created.

There is created and established a planning commission for the county which shall have such powers, duties and functions as are prescribed by statute and the board. (Ord. 831 § 1 (part), 1976; prior code § 12-1.1).

2.32.030 Membership - Appointment.

A. The planning commission shall consist of seven members, each of whom shall be a permanent resident of the county but not an employee of the county. Five members of the commission shall be district members and two shall be at large members.
District members may reside anywhere in the county. District members shall be appointed by the supervisor of the district, subject to the approval of a majority of the board. At large members may be nominated by any supervisor, subject to approval of a majority of the board.

B. Members shall be appointed by, and serve at the pleasure of, the board of supervisors. In making appointments to the commission, the board shall consider the following factors, among others: knowledge of the county, geographical representation of the various segments of the population of the county to include, but not be limited to, agriculture, industry, recreation, home ownership, real estate sales, retirement, housewife, youth, retail sales, education and contracting. 2.32.040 Term.

A. District Members. The term of office of each district member shall be four years, commencing February 15th of the year beginning the term of office of the supervisor of the district which each member represents.

B. At-Large-Members. The term of office of each at-large member shall be four years. The term of one at-large member shall commence on February 15th of the year beginning the terms of office for the supervisors in Districts 1, 4 and 5. The term of the other at-large member shall commence on February 15th of the year beginning the terms of office for the supervisors in Districts 2 and 3.

C. District and at-large members shall continue to serve until the appointment and qualification of their successors. (Ord. 1981 § 1, 1993; Ord. 831 § 1 (part), 1976; prior code § 12-1.3).

2.32.050 Vacancies and removal.

A. Vacancies on the commission shall be filled as set forth in Section 2.32.030 for the unexpired term. A vacancy on the commission shall occur automatically on the happening of any of the following events before the expiration of the term:

Removal of the incumbent;

Death or resignation of the incumbent; 3. Ceasing to be a permanent resident of the county; or 4. If the commission holds only one regular meeting during each calendar month, absence from three

consecutive regular or special meetings or his/her absence from four regular or special meetings in any one calendar year; if the commission holds two or more regular meetings during each calendar month, absence from four consecutive regular or special meetings or absence from six regular or special meetings in any one calendar year.

B. The secretary of the commission shall certify the happening of any vacating event to the board of supervisors.
The board may waive any vacating event for any member by majority vote. (Ord. 1453 § 2, 1986; Ord. 831 § 1 (part), 1976; prior code § 12-1.4).

2.32.060 Advisors. The county counsel,

road commissioner, sanitation and surveyor shall act as advisors to the commission. Each advisor may designate one of his/her deputies or assistants to meet with the commission. (Ord. 831 § 1 (part), 1976; prior code § 12- 1.5).

2.32.070 Officers and rules.

A. Annually the commission shall elect a chairman and vice-chairman from among its members. The director of community development shall be the secretary of the commission.

B. The commission shall hold at least one regular meeting each month.

C. The commission shall adopt rules for the transaction of its business and shall keep a record of its resolutions, transactions, findings, determinations, and decisions which records shall be a public record.

D. A majority of the authorized positions of the commission constitutes a quorum for the transaction of business. No act of the commission shall be valid or binding unless a majority of the filled positions concur therein, except as otherwise required by state law. 2.32.080 Compensation. Members of the

commission may receive compensation for their attendance at each meeting of the commission in a sum to be fixed by the board of supervisors. In addition they may also receive reasonable traveling expenses while traveling on official business of the commission in such amount and under such rules as established by the board.
