2.12.010 Purpose and intent - General¶
principles.
A. It is the intent of the board of supervisors in adopting this chapter to provide effective, centralized administration for the government of the county, to the extent practical in a county not having a charter form of government.
B.
In order to successfully carry
out this objective, it will be necessary to
observe the following general principles: The
board of supervisors, individually and
collectively, shall:
1.
Allow the county administrator
to make day-to-day administrative
decisions;
2.
Require all administrative
matters requiring action by the board
to come to the full board through the
office of the county administrator; and
3.
Consider the county
administrator as its representative and
have confidence in him/her and his/her
recommendations.
C.
In adopting this ordinance it is
the intent of the Board of Supervisors to work
through the County Administrator and not
work directly with department heads in day-
to-day administration, except in the
development of policies. (Ord. 2092 § 2,

2.12.020 Office established - Appointment -¶
Salary.
A. The office of county administrator is established.
B. The county administrator shall be appointed by, and serve at the pleasure of, the board of supervisors. He/she shall be appointed by a majority vote of the board of supervisors.
C. The salary and other benefits for the county administrator shall be established by the board and reviewed annually. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.1(a)).
2.12.030 Qualifications and experience. The¶
county administrator shall be a person having a degree in either accounting, business administration, economics, law, political science or public administration and having at least two year's experience in public or private employment in a responsible or executive position which required the planning
and budgeting of programs and the control of expenditures. (Ord. 2092 § 1995; Ord. 952 § 1, 1978; Ord. 946 § 2 (part), 1978; prior code § 2-10.1(b)).
2.12.040 Dismissal - Notice. The county¶
administrator may be dismissed by the board of supervisors upon ninety days' prior written notice to him/her of such dismissal. The board of supervisors may give up to one hundred eighty days notice of dismissal. The board may also suspend or relieve the county administrator of his/her duties during the dismissal period. 2.12.050 Notice of resignation. The county¶
administrator shall give the board of supervisors (90) ninety days' prior written notice of his/her intention to resign. (Ord. 2092 § 2, 1995; Ord. 1264 § 2, 1983; Ord. 946 § 2 (part), 1978; prior code § 2-10.1(d)).
2.12.060 Duties.¶
A. The county administrator shall supervise for the board of supervisors the administration of all county departments, offices and institutions over which the board has responsibility and control through its power to appoint the department head. The county administrator shall also act as the administrator for the board in administering all policies, procedures, and regulations which the board has legal authority to apply to county offices, departments, and institutions, including those departments in which the department head is an elected or appointed officer.
B. The county administrator shall attend all meetings of the board, unless excused therefrom, prepare matters for the board's consideration and action, and make recommendations to the board on matters within his/her authority.
C. The county administrator shall prepare and carry out administrative policies and procedures necessary to implement the directives, policies, and goals established by the board relative to the operation of county government.
D. The county administrator shall be responsible for approving all out-of-state travel of County employees for official County business.
E. The Board of Supervisors shall approve any travel for an individual supervisor for out-of-state travel.
F. It shall be the duty of each department head, elected or appointed, to provide information relating to the administrative operation of his/her department, upon request of the county administrator, and to follow the administrative policies and procedures of the county. 2.12.070 Proposed annual budget. The¶
county administrator shall submit a proposed annual budget together with his/her recommendations to the board of supervisors for consideration and adoption. He/she shall supervise and direct preparation of the budget and review and evaluate all items including expenditures, revenues, and services. 2.12.080 Budget administration. After final¶
adoption of the budget by the board of
supervisors, the county administrator shall
administer the budget and exercise
continuous expenditure control. He/she shall
review all requests for appropriations and
transfers within budget units and may
approve, modify or reject such requests.
He/she shall supervise expenditures of all
county offices, departments and institutions,
including those departments in which the
department head is an elected or appointed
officer. He/she may recommend to the board
disapproval of proposed expenditures,
whether or not they are included in the

2.12.085 Contract authorization. The county¶
administrator is also authorized to sign renewal contracts for state or federal funding for existing programs so long as: 1) the programs do not increase the County’s share of funding for the program; and 2) the service components of the program do not change. (Ord. 2092 § 2, 1995)
2.12.090 Work with auditor-controller. The¶
county administrator shall work closely with the county auditor-controller in the
preparation and execution of the budget.

2.12.100 Personnel and labor administration.¶
The county administrator or his/her designee shall be responsible for administering the personnel and labor relations program of the county including, but not limited to, recruitment, examination, classification, training, setting of starting salaries, grievance processing and affirmative action. The county administrator or his/her designee shall recommend to the board of supervisors appropriate policies, procedures, and rules for the efficient operation of the personnel system. 2.12.110 Appointment of department heads.¶
The county administrator shall select and recommend to the board of supervisors at least two qualified candidates to fill each vacancy occurring in a department head position which the board of supervisors has the power to fill, except for elective offices, appointive offices, and members of board and commissions. The board of supervisors shall not make such an appointment without a recommendation from the county administrator. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.5(a)).
2.12.120 Dismissal or suspension of¶
department heads.
The county administrator may suspend, or discipline any department head other that elected officials, county officers, and those appointed to a fixed term. The county administrator may not terminate a department head appointed under 2.12.110 without first advising the board of supervisors, in closed session under authority of Government Code Section 54957. The affected department head must be notified in writing. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.5(b)).
2.12.130 Job performance evaluation. The¶
county administrator shall evaluate the on- the-job performance of each department head, except for elective offices, appointive offices with the fixed terms of office, and members of boards and commissions, at least once annually and prepare a written record of his/her review. The county administrator shall discuss his/her draft evaluation with the department head. If the final report indicates unsatisfactory performance, the report shall be discussed with the board of supervisors. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.6).
2.12.140 Supervision of services. The¶
county administrator shall supervise and direct the administration of services as may be placed under his/her supervision by the board. (Ord. 2092 § 2, 1995; Ord. 1634 § 1, 1988; Ord. 946 § 2 (part), 1978; prior code § 2-10.7).
2.12.160 Investigations and studies. The¶
county administrator shall perform such investigations, studies, or surveys as the board of supervisors may request or as he/she deems necessary for the efficient and effective use of manpower, material, facilities, and services. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.9).
2.12.170 Coordination of planning for design¶
and construction of physical facilities. The county administrator shall coordinate the planning for design and construction of physical facilities and assignment of space required for county services. He/she shall prepare, and keep current, a capital improvement plan, including recommended methods for financing, for adoption by the board of supervisors. 2.12.180 Organizational recommendations.¶
The county administrator shall recommend to the board of supervisors such organizational and staffing plans and proposals as, in his/her judgment, are necessary and desirable in order to efficiently provide county services. Such recommendations may include transfers, reassignments, or consolidation of functions and services. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.11).
2.12.190 Represents board when. The¶
county administrator shall represent the board of supervisors in matters relating to relationships with other governmental entities
and enunciate policies and views of the board. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2-10.12).
2.12.200 Interpretation of delegation of¶
duties. This chapter shall not delegate to the county administrator any duty otherwise delegated or imposed on any other county office or department by any federal or state statute or regulation. (Ord. 2092 § 2, 1995; Ord. 946 § 2 (part), 1978; prior code § 2- 10.13).
