10.24.010 Obstructing vehicular traffic

prohibited. The parking of vehicles on any portion of the county road system or the county rights-of-way in a manner which will obstruct vehicular traffic traveling upon the County roads is prohibited. "Vehicle" as used in this section includes, but is not limited to, automobiles, trucks, trailers, house trailers and movable living quarters of any nature or description. (Ord. 271 § 1, 1952).

10.24.020 Prohibiting parking - Erection of

signs. The board of supervisors may by resolution duly adopted pursuant to this section, prohibit or restrict the stopping, parking or standing of vehicles on any streets, roads, highways, parking lots or off-street parking facilities under its jurisdiction. Violation of any such resolution shall be punishable as a civil penalty in the manner described by Section 40200 et seq. of the Vehicle Code. Such resolution may additionally or alternatively authorize removal of the vehicle at the owner’s expense. No resolution shall be effective until signs or markings giving adequate notice thereof have been conspicuously erected or placed. 10.24.030 Notice to move parked vehicle -

Failure to move - Penalty. No person shall park or leave standing any vehicle on any public street or highway for more than seventy-two consecutive hours after notice has been posted on the vehicle. Any vehicle posted with notice and not moved at least fifty yards shall be deemed in violation of this section. Any vehicle left parked or standing in violation of this section shall be subject to removal at the owner’s expense. Violations of this section shall be punishable as a civil penalty in the manner described by Section 40200 et seq. of the Vehicle code. 10.24.040 Stopping in driveways. Buses

engaged as common carriers, school buses and taxicabs may stop to load or unload passengers in front of public or private driveways. (Ord. 1125 § 1, 1981; prior code § 6-7.0).

10.24.050 Curb markings–parking, stopping and

standing–specifications. Curb markings on County roads within the unincorporated area of the county shall have the meaning set forth in this section.

A. “Red” means no stopping, standing or parking at any time, except as permitted by the California Vehicle Code, and except that a bus may stop in a red zone marked or signed as a bus loading zone.

B. “Yellow” means no stopping, standing or parking at any time, for any purpose other than the loading or unloading of passengers or freight; provided, that the loading or unloading of passengers shall not consume more than twenty minutes, nor the loading or unloading of freight more than twenty minutes, unless otherwise allowed by the Board of Supervisors.

C. “White” means no stopping, standing or parking between seven a.m. and six p.m. of any day except Sundays and holidays for any purpose other than either loading or unloading of passengers or, for the purpose of depositing mail in an adjacent mailbox, which shall not exceed twenty minutes.

D. “Green” means no stopping, standing or parking for longer than the period of time, and on the days, specified in this chapter.

E. “Blue” means that this parking space is reserved for a vehicle properly displaying a plate or placard issued pursuant to the California Vehicle Code for the benefit of a handicapped person. In addition to the blue curb designation, the space may be marked by the wheel chair logo or by a sign bearing the recognized logo.
Parking by any vehicle other than one operated for the benefit of a handicapped person in a space so designated is forbidden. (Ord. 2321 § 1, 2000).

10.24.060 Green curb markings. A green curb

shall be established on portions of the roads described in this section. No person shall stop, stand or park a vehicle adjacent to any of the curbs described in this section other than in compliance with this section, from and after the time the curb is painted and a sign is posed setting forth the time and day limitations applicable to the curb. Violation of this section is an infraction punishable as set forth in the California Vehicle Code.

A. On the west side of Joaquin Gulley road, beginning at a point 270 feet north of the intersection of Meadow Lane, for a distance of 16 feet north. Parking, standing or stopping shall be limited to 15 consecutive minutes between the hours of 8A.M. and 5P.M. on Monday through Friday, excluding holidays.

10.24.070 Prohibiting parking on State Highway.

A. No person shall stop, park, or leave standing any vehicle whether attended or unattended, on portions of any State Highway within the unincorporated area of the County where the California Department of Transportation has determined any such use to be unsafe and has established a restricted zone.
If signs so indicate, the violation may also be additionally or alternatively remedied by vehicle removal, which shall be at the owner’s expense.
The prohibition of this section shall be effective when signs or markings stating the parking restriction and vehicle removal remedy have been conspicuously erected or posted.

B. Violation shall be punishable as a civil penalty in the manner described by Section 40200 et seq. of the Vehicle code. (Ord. 2599 § 1, 2004)

10.24.080 Parking penalties.

A. Except as provided in subdivision B, pursuant to Section 40203.5 of the California Vehicle code, any person violating regulations restricting parking, stopping or standing of vehicles, established by statute, ordinance or resolution shall pay the penalty established by the following schedule:

  1. Violation of section10.24.070 (State Highways):

a) First violation - $100.00

b) Second violation within one year

  • $200.00
  1. Violation of Section 22507.8 of the California Vehicle Code (Disabled person space): $250.00.

  2. Violation of Section 10.28.010 (snow removal areas):

c) First violation - $50.00

d) Second violation within one year $100.00

  1. Violation of all other sections of chapter 10.24, and any other restriction: a) First violation- $100.00 b) Second violation within one year- $200.00

B. This section does not apply to the parking penalties established by Resolution No 149-96 for Pine Mountain Lake. (Ord. 3480 § 1, 2025; Ord. 2600 § 1, 2004)
