2.16.010 Auditor and county clerk - Offices

consolidated. In pursuance of the powers granted to this board by the provisions of Section 57 of an Act to establish a uniform system of the county and township government approved March 24, 1893, the duties of the auditor and county clerk of Tuolumne County are consolidated, the duties of the auditor are consolidated with those of the county clerk and the county clerk shall be ex officio auditor. 2.16.020 Auditor - Payment of salaries. The

auditor is authorized and directed to pay the salaries of all county officers and regular employees at such times as designated by the board. (Ord. 779 § 1 1974; Ord. 453 § 2, 1965; prior code § 2-2.2).

2.16.025 County Auditor qualifications. No

person shall be eligible for election or appointment to the office of County Auditor unless that person meets at least one of the criteria spelled out in Section 26945 of the Government Code. (Ord. 2159 § 1, 1996)

2.16.030 Separation of coroner and public

administrator. Pursuant to the authority conferred upon the board of supervisors under the provisions of Sections 4017 and 4018 of the Political Code of California, the duties of the offices of coroner and public administrator are separate so that the offices of coroner and public administrator shall not be held by, and the duties of the offices of coroner and public administrator

shall not be held by, and the duties of the offices of coroner and public administrator shall not be performed by, one person. (Ord. 168 § 1, 1944).

2.16.040 Sheriff and coroner - Offices

consolidated.

Pursuant to the authority conferred upon the board of supervisors under the provisions of Sections 4017 and 4018 of the Political Code of California, the duties of the offices of Sheriff and coroner are consolidated, so that the offices of sheriff and coroner shall be held by, and the duties of the offices of sheriff and coroner shall be performed by, one person. 2.16.050 Public Guardian and Public

Administrator - Offices consolidated.
Pursuant to the authority conferred upon the board of supervisors under the provisions of Government Code Section 24011, the duties of the office of public guardian and public administrator are consolidated, so that the offices of public guardian and public administrator shall be held by, and the duties of the offices of public guardian and public administrator shall be performed by, one (1) person. 2.16.060 Treasurer and tax collector -

Offices consolidated.

A. Pursuant to the authority conferred upon the Board of Supervisors by

the State Legislature, the duties of the offices of Treasurer and Tax Collector are consolidated so that the offices of Treasurer and Tax Collector shall be held by, and the duties of the offices of Treasurer and Tax Collector shall be performed by, one elected person.

B. The Board of Supervisors delegates to the County Treasurer the authority to invest or reinvest the funds of the County and the funds of other depositors in the County Treasury, pursuant to Chapter 4 (commencing with Section 53600) of Part 1 of Division 2 of Title 15 of the Government Code.

C. No person shall be eligible for election or appointment to the office of County Treasurer/Tax Collector unless that person meets at least one of the criteria spelled out in Section 27000.7 of the Government Code.

D. After the election or appointment of a County Treasurer/Tax Collector to office, that person shall complete a valid continuing course of study as prescribed in Section 27000.8 and 27000.9 of the Government Code. (Ord. 2148 § 2, 1996; Ord. 168 § 8, 1944; prior code § 2-5.0).

2.16.065 Assessor and recorder - offices

consolidated. The offices of the assessor and the recorder of the county are consolidated. (Ord. 1124 § 1, 1981; prior code § 2-7.0).

2.16.070 Surveyor. The surveyor shall be

appointed by the board of supervisors. (Ord. 335 § 1, 1958; prior code § 2-11.0).

2.16.080 County counsel. The office of

county counsel is established. (Ord. 1068 § 2, 1980; Ord. 560, 1969; prior code § 2- 9.0).

2.16.100 Juvenile justice commission. The

juvenile justice commission is designated to serve as the delinquency prevention commission for the county. (Ord. 1068 § 4, 1980; Prior code § 5-4.0).

2.16.110 Clerk of the board of supervisors.

A. The Board of Supervisors shall, pursuant to Government Code Section 25100.5 appoint a person to serve, at its pleasure, as Clerk of the Board of Supervisors. The Clerk shall be appointed in the same manner as are other county officers.
The Board shall determine the compensation of the Clerk.

B. The clerk of the board of supervisors shall perform the following duties: 1. Attend all meetings of the board of supervisors and take and keep records and minutes of each meeting and of all official acts of the Board of Supervisors. 2. Take charge of, safely keep or dispose of pursuant to the Tuolumne County Retention Schedule, all books, papers and records which are filed or deposited in the Clerk’s office. 3. Take acknowledgments and administer and certify oaths in the performance of the Clerk's official duties. 4. Publish, maintain and revise a Roster of Boards, Commissions and Committees of the County of Tuolumne. The Clerk of the Board shall provide a copy of the list of Commission and Committee appointment terms to all department heads annually for administrative oversight to include notification of appointees of term expirations and the reappointment process. 5. Supervise and direct all other employees of the Clerk of the Board. 6. Perform all duties heretofore or hereafter vested with county clerks in their capacity as ex-officio clerks of boards of supervisors. 7. Act as Clerk for all boards, commissions and committees consisting solely of members of the Board of Supervisors and to perform any and all acts customarily performed by the Clerk for such boards, commissions and committees as requested by the Board of Supervisors. 8. Perform all duties and tasks assigned to the Clerk by the Board of Supervisors.

C. The Board of Supervisors may, by resolution, require the Clerk of the Board to report to and be supervised by the County Administrative Officer.

D. The Assistant Clerk of the Board shall have the authority to perform any

and all duties vested in the Clerk of the Board. (Ord. 2657 § 1, 2005; Ord. 1312 § 1, 1983).
