Pursuant to the authority granted in Section 21101 and 21354 of the Vehicle Code, the board of supervisors does hereby declare that any county highway or portion thereof within the county may and shall be designated as a through highway when the board has by a duly adopted resolution designated such county highway or a portion thereof a through highway and shall have caused the same to be posted as provided in Section 10.16.020. When any county highway or any portion thereof has been designated as a through highway as provided in Section 10.16.010, the road commissioner shall cause to be erected and maintained thereon such stop signs, semaphores or other traffic-control signaling devices as specified by the board as being necessary for the public safety and the ordinary and efficient use of the through county highway by the public. From and after the effective date of resolutions adopted pursuant to Section 10.16.010 and after posting pursuant to Section 10.16.020, all vehicular traffic approaching such through highways shall come to a complete stop before proceeding to enter such through highways.

No portion of a county highway shall be designated a through highway requiring vehicles traveling on any state highway to stop at the intersection of the county highway, and no signs shall be erected requiring vehicular traffic traveling on the state highway to stop before entering or crossing the county highway at such intersection unless and until permission has been obtained therefor from the state Department of Public Works. All vehicles are required to stop before entering the intersections listed in this section designated, from the direction indicated; provided, that the intersection is clearly marked or posted at the point of entrance, to give notice that all vehicles stop before entering the intersection. Arterial stop signs shall be established at the following locations:

A. In the unincorporated city of and area around Jamestown in the following locations:

1. Northbound traffic on Seco Street at its intersection with Ninth Street.

2. Westbound traffic on Eighth Street at its intersection with Fourth Street.

3. Eastbound traffic on Humbug Street at its intersection with Main Street.

4. Westbound traffic on Willow Street at its intersection with Main Street.

5. Westbound traffic on Donovan Street at its intersection with Main Street.

6. Eastbound traffic on Sixth Street at its intersection with Fifth Avenue.

7. Northbound traffic on Sixth Avenue at its intersection with Eighth Street.

8. Southbound traffic on Third Avenue at its intersection with Seco Street.

9. Northbound traffic on Fifth Avenue South at its intersection with Fifth Avenue.

10. Westbound traffic on Seventh Street at its intersection with Seventh Avenue.
