F-3000 - TITLE.

This division shall be known as the "Flood Control Assessment Ordinance" of the San Joaquin County Flood Control and Water Conservation District.

F-3001 - PURPOSE.

The Flood Control District maintains a flood protection system of levees, channels, pumping plants, and other improvements upon which the lives and property of District residents depend. It is necessary that these improvements be kept in a safe and effective condition. The purpose of the assessment is to supplement other available but limited revenues sufficiently to keep the existing flood protection system in a safe and effective condition, to enable the District to respond to emergencies and to perform maintenance and repair, and to provide for the completion of currently authorized projects and for general services to the public. The State Legislature has authorized the District to levy an assessment on each parcel of property within the District, or any zone thereof, on the basis of estimated benefits.

F-3020 - DEFINITIONS.

Unless otherwise specifically provided or required by the context, the terms set out in this chapter shall have the definitions in this division.

F-3021 - DISTRICT, FLOOD CONTROL DISTRICT.

"District" or "Flood Control District" means the San Joaquin County Flood Control and Water Conservation District.

F-3022 - BOARD OF SUPERVISORS.

"Board of Supervisors" or "Board" means the Board of Supervisors, sitting as the governing body of the San Joaquin County Flood Control and Water Conservation District.

F-3023 - ZONE.

"Zone" means a zone established by the Board pursuant to the provisions of the District Act.

F-3024 - DISTRICT ACT.

"District Act" means the San Joaquin County Flood Control and Water Conservation District Act, Statutes of 1956, First Extraordinary Session, Chapter 46, as amended.

F-3025 - PUBLIC WORKS.

"Public Works" means the Department of Public Works of the County of San Joaquin, State of California.

F-3026 - DIRECTOR.

"Director" means the Director of the Department of Public Works.

F-3027 - PARCEL OF REAL PROPERTY.

"Parcel of real property" means a parcel of real property as shown on the tax rolls of the County of San Joaquin, State of California.

F-3028 - CONSUMER PRICE INDEX.

"Consumer price index" means the consumer price index issued by the U.S. Bureau of Labor Statistics, all items, all urban consumers, for San Francisco-Oakland.
