Chapter 1 — GENERAL PROVISIONS

11-2100 - ESTABLISHMENT.
There is hereby created and established new duties and responsibilities for the Aviation Advisory Committee for San Joaquin County.

11-2101 - PURPOSE.
The purpose of the County of San Joaquin (County) Aviation Advisory Committee (Committee) is to provide a forum for citizen recommendations regarding the development of aviation and aviation-related planning objectives along with the implementation of these objectives in the best interest of the County of San Joaquin. The Committee will make recommendations to the Board of Supervisors on major airport projects, development opportunities, and will assist in the promotion of the airport and aviation services to the community.

11-2102 - COMMITTEE LIMITATIONS.
The Committee shall not concern itself with the day-to-day management aspects of the County's aviation program, with any contract negotiations relating to the County's aviation interests, with the supervision of any County employees or with budgeting and expending of funds except as it may be specifically directed to do so in writing by the Board of Supervisors.

11-2103 - MEMBERSHIP.
(a)
The Committee consists of a diverse group of nine (9) public members appointed by the Board of Supervisors. The selected individuals represent, as much as possible, our community and includes, but are not limited to, members from the following disciplines: 1) Transportation, 2) Financial, 3) Aviation, 4) Commercial Real Estate & Development, 5) Large Local Company or Business, 6) Airline & Cargo, 7) Academic & Educational, 8) Labor and 9) Agriculture.

In addition, the Chairman of the Board of Supervisors selects, subject to confirmation by the Board of Supervisors, two (2) members of the Board of Supervisors to serve as ex-officio members of the Committee.
(c)
The nine (9) public members of the Committee are appointed for terms of three (3) years.
(d)
Public members of the Committee shall serve at the pleasure of the Board of Supervisors and may be replaced at any time.
(e)
The members of the Board of Supervisors serving as ex-officio members of the Committee shall serve for a one (1) year term based on the calendar year.

11-2104 - MEETINGS.
The Committee meets monthly on the fourth Tuesday of each month or may meet more frequently at the sole discretion of the Committee Chairman.

11-2105 - COMMITTEE EXPENSES.
Members of the Committee shall serve without compensation, provided however, upon advance approval of the Board of Supervisors, necessary expenses incurred by the Committee members shall be paid. With prior approval from the Board of Supervisors, occasional airport-related travel may be offered to Committee members. Responsibility for the cost of the travel must be determined by the Board of Supervisors in advance.

11-2106 - ATTENDANCE.
Members of the Committee shall abide by the established attendance rules to provide for removal of members who, without excuse, fail to attend three consecutive meetings.

11-2107 - REQUIRED TRAINING.
Newly-appointed members of the Committee are required to complete training within 90 days of appointment. The Clerk of the Board's Office will notify new appointees of this requirement and provide them with a schedule of training dates. Appointees need only attend this class once. If a committee is Board appointed but has other members not appointed by the Board of Supervisors, they are able to attend the training as well.
Additional training courses are available and optional through the Clerk of the Board of Supervisors.
Each member is also required to complete mandatory Ethics Training every two years. The website for the Ethics Training is as follows:

You will note that you cannot complete the training under a two-hour window and the training must be completed online. Upon completion, you will receive a certificate of completion which is required to be kept on file with the San Joaquin County Department of Aviation.
Furthermore, each member is required to complete an annual Statement of Economic Interests Form 700 which, upon completion, must be submitted to the San Joaquin County Department of Aviation.

11-2108 - SUPPORT STAFF.
The Airport Director, Deputy Director and Stockton Metropolitan Airport staff shall be responsible for routine support of Committee activities, including meeting arrangements, agendas, minutes and normal correspondence.

11-2109 - BYLAWS.
Bylaws are to be provided to the Clerk of the Board. All amendments and/or modifications must be reviewed by County Counsel and approved by the Board of Supervisors.

11-2110 - AGENDAS.
Agendas must be provided electronically to the Clerk of the Board prior to, and apart from, the physical posting required by Government Code Section 54954.2. All Agendas must be emailed to: committees@sjgov.org.

11-2111 - MINUTES AND FINANCIAL REPORTS.
Minutes and Financial Reports, if any, must be submitted electronically to the Clerk of the Board within ten (10) days of their presentation to and approval by the Committee. Email these reports to: committees@sjgov.org.

11-2112 - ANNUAL REPORTS.
Annual reports need to be submitted to the Clerk of the Board within ninety (90) days of the close of the fiscal year outlining committee activities and accomplishments during the prior fiscal year. Email these reports to: committees@sjgov.org.
