Chapter 5 — STREET ADDRESSES

4-1040 - INTENT.

It is the intent of this chapter to specify requirements for assigning, displaying, and enforcing street addresses in the unincorporated area of San Joaquin County in order to ensure that all street numbers are properly posted and can be readily ascertained by those agencies charged with the protection of the public peace, health, safety, and welfare.

4-1041 - ASSIGNMENT OF STREET NUMBERS.

Street numbers shall be designated by the Community Development Department in accordance with the Uniform Numbering System, adopted by the Board of Supervisors by Resolution No. R-63-352, and with the Road Name Standards developed by the Community Development Department.

(a)

New Residences or Businesses. Upon application for a building permit for a new residence or business, the Community Development Department shall assign a street address.

(b)

Existing Residences or Businesses. For building permits or other permits issued to existing residences or businesses, the Community Development Department shall confirm and correct, if necessary, the existing street number.

4-1042 - POSTING REQUIREMENTS.

Street numbers shall be posted in the following manner:

(a)

Street numbers shall be conspicuously posted on each main building, as determined by the Community Development Department, in the unincorporated area of San Joaquin County.

(b)

Where the street numbers on a building would not be visible from the street, the number may be posted on an independent structure such as a post, adjacent to the driveway providing access to the building.

(c)

Numbers on mailboxes are acceptable under the provisions of this section where the mailbox is clearly associated with the building.

(d)

Numbers painted on curbs are not acceptable as a substitute for the requirements of this section.

4-1043 - EXCEPTIONS TO POSTING REQUIREMENTS.

Alternative methods of posting street numbers may be authorized by the Community Development Department, provided the Community Development Department determines that the method used complies with the intent of this chapter.

4-1044 - REQUIREMENTS FOR NUMBERS.

All street numbers posted pursuant to this chapter shall meet the following requirements:

(a)

Numbers shall be in accordance with the provisions of the Uniform Fire Code, as adopted by the County.

(b)

Numbers and background colors shall be of contrasting shades.

(c)

Numbers must be a minimum of three (3) inches in height and in all cases must be visible and identifiable from the street on which the building fronts.

4-1045 - UNLAWFUL STREET ADDRESSES.

It shall be unlawful for any owner, agent or other person to change or place a street number on private property other than the one assigned by the Community Development Department.

4-1046 - CORRECTION OF ERRONEOUS NUMBERS.

In cases where incorrect street numbers have been placed, the owner or responsible person shall, upon notification of the error by the Community Development Department, correct the number. Said correction shall occur within ten (10) days after receiving written notification from the Community Development Department.

4-1047 - ENFORCEMENT.

The Fire Warden is the officer responsible for the enforcement of this chapter, as provided in Section 4-1002, General Regulations, of this title.
