Chapter 1 — DEFINITIONS

11-1100 - AIR OPERATIONS AREA.
"Air operations area" means portions of the Airport used or intended for use by Aircraft landing, taking-off and surface maneuvering including unpaved adjacent areas.

11-1101 - AIRCRAFT.
"Aircraft" means any machine or device capable of flight including, but not limited to, Airplanes, Helicopters, Gliders and Ultralights.

11-1102 - AIRFIELD.
"Airfield" means that area on the Aircraft operation side of the Airport security perimeter fence including, but not limited to, baggage handling area, Aircraft parking areas, hangars, gasoline storage areas, perimeter roads, and all areas separated from roadways, sidewalks, buildings and highways by means of fencing, no trespassing signs or lack of evidence of provision of proper facilities for convenient, safe and easy entrance into and around subject land sections and areas, any other specific areas designated by the Airport Director as field areas, or any other area on the Airport not otherwise defined in this chapter.

11-1103 - AIRLINE TERMINAL.
"Airline Terminal" means the building located at 5000 South Airport Way or other building as specified by the Airport Director used to process the embarking/disembarking of commercial airline passengers.

11-1104 - AIRPLANE.
"Airplane" means a fixed-wing machine or device capable of flight.

11-1105 - AIRPORT.
"Airport" means all of the area comprising the Stockton Metropolitan Airport, as the same may exist from time to time. The boundaries of the Airport are shown on the Airport Layout Plan as amended from time to time.

11-1106 - AIRPORT DIRECTOR.
"Airport Director" means the head of the Aviation Department. The Airport Director shall be responsible to and under the direction of the County Board of Supervisors.

11-1107 - AIRPORT ADVISORY COMMITTEE.
The Airport Advisory Committee is an advisory committee to the County of San Joaquin with no independent authority to act on behalf of the County.

11-1108 - AIR TRAFFIC CONTROL TOWER.
"Air Traffic Control Tower" means air traffic control service operated by appropriate authority to promote the safe, orderly and expeditious flow of air traffic on or in the vicinity of the Airport.

11-1109 - COMMERCIAL ACTIVITY.
"Commercial Activity" as defined herein, shall mean any on-going activity conducted at, on, or from the Airport by any person(s), firm or legal entity intended to result in monetary gain to the party conducting such activity.

11-1110 - CONTROLLED MOVEMENT AREA.
"Controlled Movement Area" means that portion of the Airfield where all movements are directed by the air traffic control tower, when in operation, including all runways, taxiways and adjacent areas.

11-1111 - GLIDER.
"Glider" means a heavier-than-air Aircraft, that is supported in flight by the dynamic reaction of the air against its lifting surfaces and whose flight does not depend principally on an engine.

11-1112 - HANG GLIDER.
"Hang glider" as used in this chapter shall be any unpowered Aircraft or device including, but not limited to, those devices commonly known as hang gliders or paragliders, whose ability to remain in flight is generated by natural air currents only.

11-1113 - HELICOPTER.
"Helicopter" means a rotary-wing machine or device capable of flight.

11-1114 - INHABITED AREA.
"Inhabited area" as used in this chapter shall be any area of land within one hundred feet (100') of any building used as a residence.

11-1115 - MOTOR VEHICLE.
"Motor Vehicle" means any self-propelled land conveyance that does not run on rails.

11-1116 - PERSON.
"Person" means any Individual, Firm or Legal Entity.

11-1117 - RESTRICTED AREA.
"Restricted Area" means areas to which access is limited to persons authorized by the Airport Director and so posted.

11-1118 - SECURITY IDENTIFICATION DISPLAY AREA (SIDA).
"Security Identification Display Area (SIDA)" means any area identified by the Airport Director where each person is required to continuously display Airport-authorized identification, unless the person is under Airport-authorized escort. This includes all Restricted Areas around the airline terminal used for boarding and servicing of Aircraft of scheduled commercial airlines.

11-1119 - ULTRALIGHT.
"Ultralight" as used in this chapter shall be any Aircraft or device that satisfies the definition of an ultralight vehicle found in Title 14 of the Code of Federal Regulations.
