2.78.010 - Identifying markings.

All motor vehicles owned or operated by or on behalf of the county of Kern in the official business of the county shall display the number assigned to the vehicle and the following words: "Property of the county of Kern, State of California. For Official Use Only" in such manner as to be plainly visible. Such markings may be in the form of a decal affixed to the rear side windows (or on the rear window behind the driver on trucks or cars with insufficient side window space). This section shall not apply to private vehicles on mileage contracts nor to any vehicle rented for short-term use on county business.

2.78.020 - Numbering—Inventory.

Each and every automobile and motor truck of the county shall be numbered and the number thereof shall be painted or written in the same manner and in the same place upon said vehicle as the manner required by the preceding section is required to be written; each said vehicle shall be inventoried as required by the laws of the State of California.

2.78.030 - Unmarked vehicles.

There shall be exempt from the provisions of Sections 2.78.010 and 2.78.020 certain county vehicles assigned to those county officers, department heads or employees designated by resolution of the board of supervisors. Such designation of exemption shall be based upon the board's determination that public identification as county-owned vehicles in official use will impede the performance of duties by personnel operating such vehicles or that it would expose county officers or employees using such vehicles to an unreasonable risk of danger to personal safety. Applications for authorization to use "unmarked vehicles" shall be filed with the administrative officer who shall review the same and present his recommendation to the board of supervisors. All exempt vehicles shall be inventoried.

2.78.040 - Inventory of fuel, oil and accessories.

All county officers, agents and employees and all offices, departments and institutions of the county having, receiving or holding for the use of the county any oil, gasoline or automobile accessories shall maintain inventory records of such oil, gasoline and automobile accessories which are on hand, and said inventory records shall be available at all times for audit purposes. None of such oil, gasoline or automobile accessories shall ever be used or distributed, given out or otherwise disbursed or allowed to be taken for use in any motor vehicle in, owned or kept or maintained for the use or service of the county, for any purpose other than a county purpose, or by any person for private use or consumption.

2.78.050 - Unlawful use.

It is unlawful for any person to use, drive, employ or operate any motor vehicle owned by or kept or maintained for the use or service of the county for any purpose other than a county purpose or in or about the performance of a duty of a county official or employee.

2.78.060 - Use by supervisors.

No member of the board of supervisors shall ever use, drive or operate any automobile owned by the county or kept or maintained for the use or service of the county for any private purpose, or for any other purpose than in the performance of his duty as a member of the board of supervisors.
