2.43.010 - Created.

Pursuant to the authority granted by Chapter 11 of Part 2 of Division 2 of Title 3 of the Government Code of the state of California, the Kern County board of trade is established.

2.43.020 - Membership.

The board of trade board of directors shall consist of two (2) representatives from each of the county's five (5) supervisorial districts who shall be appointed by, and hold office at the pleasure of, the board of supervisors of the county.

2.43.030 - Rules.

The board of supervisors shall adopt bylaws and rules for conducting the affairs of the county board of trade.

2.43.040 - Duties.

Under the direction of the board of supervisors, the board of trade shall:

A. Advertise, exploit and make known and exhibit the agricultural, horticultural, viticultural, mineral, industrial, manufacturing, commercial, climatic, educational, recreational, artistic, cultural and other resources and advantages of the county;

B. Promote and enhance the viability of the county as a place to live, work and invest;

C. Organize promotional events and develop promotional materials;

D. Cooperate with and assist other public and private agencies in activities which promote the county in general, acting as lead agency in promoting the film production and tourism industries;

E. Prepare resolutions and proclamations;

F. When directed by the board of supervisors, perform other duties beneficial to the future of the county; and

G. Sell advertising pursuant to Government Code Sections 26109 and 26110.

2.43.050 - Director.

The county administrative officer may appoint an assistant county administrative officer—economic and workforce development who shall be designated the secretary and the executive director of the board of trade and who shall be responsible for administering and implementing the policies of the board of supervisors and the board of trade and otherwise supervising the operations of the board of trade. The director of the board of trade shall be appointed by the county administrative officer. The director of the board of trade shall, subject to the civil service system of the county, appoint, employ, supervise and direct such assistants and/or employees as are from time to time provided for by the county administrative officer. The duties of the director of the board of trade shall include conducting the official correspondence of the board of trade, preserving all books, documents and communications, keeping books on account, and maintaining an accurate record of the meetings and proceedings of the board of trade and its directors.

2.43.060 - Expenses and compensation.

The board of supervisors may provide that the members of the county board of trade board of directors shall receive their actual and necessary traveling expenses to and from the place of meeting of the board of trade board of directors and while traveling in connection with the business of the board of trade; provided that, no such expenses shall be paid for travel outside the limits of the state. The board of supervisors may provide that the members of the board of trade board of directors shall receive compensation; however, in no event shall such compensation exceed fifty dollars ($50.00) per meeting for not more than one (1) meeting of the board of trade board of directors in any one (1) calendar month.

2.43.070 - Applicability.

This chapter is declaratory of existing directives, instructions, rules, regulations and order of the board of supervisors applicable to the board of trade and the director of the board of trade and such directive, instructions, rules, regulations and order shall remain in form until modified by the orders, resolutions or ordinances of the board of supervisors.
