Editor's note— Ord. No. G-8572, § 2, adopted June 9, 2015, amended Ch. 2.16 in its entirety, in effect repealing and reenacting said chapter to read as set out herein. The former Ch. 2.16, §§ 2.16.010—2.16.040, pertained to the engineering and survey services department and derived from Ord. No. G-5885 § 2 (part), 1992; Ord. No. G-6351 § 2, 1996; and Ord. No. G-8035, § 2, adopted April 20, 2010.

2.16.010 - Created.

There is hereby established the public works department. The department shall provide the functions directed from time to time by the board of supervisors including, but not limited to, the following: drainage design, floodplain management, code compliance, building inspection, subdivision review, liquid waste management, county service area administration, permit administration, and county surveyor functions of the former engineering, surveying and permit services department; the solid waste management and sanitation district functions of the former waste management department; and the transportation and roads management functions of the former transportation management department and the roads department.

All existing directives and instructions which are applicable to the functions previously performed by the director and/or the engineering, surveying and permit services department; the waste management department; and the roads department shall be applicable to and binding upon the director and/or public works department.

Throughout this Code, the term "engineering and survey services department," "engineering, surveying and permit services department," "waste management department," and/or "roads department" shall now refer to and mean the public works department.

2.16.020 - Director.

There is hereby established the position of director of the public works department. The director shall be appointed by and serve under the direction and authority of the board of supervisors. The director shall, subject to the civil service system of the county, employ such assistants and/or employees as necessary from time to time provided for the department by the ordinances of the county.

Throughout this Code, the term "director of the engineering and survey services department," "director of the engineering, surveying, and permit services department," "director of the waste management department," "director of the roads department" and/or "roads commissioner" shall refer to and mean the "director of the public works department."

2.16.030 - County surveyor.

Pursuant to the provisions of Government Code section 27550, the county surveyor shall be appointed by the board of supervisors, to serve at its will, who is a person authorized to practice land surveying in the State of California.

2.16.040 - Engineering functions related to subdivisions.

A. All engineering functions related to subdivisions which are assigned to the county surveyor by any provision of this Code, including, but not limited to, review and approval of subdivision plans and profiles, water and sewer plans, subdivision improvement agreements and bonds, and subdivision drainage plans and facilities, are assigned to and shall be performed by, the director of the public works department.

B. No provision of this chapter shall be construed as affecting any statutory functions of the county surveyor relating to subdivisions.

2.16.050 - Road commissioner to direct county road employees.

Pursuant to the provisions of Street and Highways Code Section 2006, the road commissioner, who shall be a registered civil engineer that directs county road employees and perform all other duties prescribed by California Street and Highways Code Sections 2006 et seq., shall be appointed by the board of supervisors, to serve at its will.
