2.34.010 - Department and office of director established.¶
There is in the county of Kern a department of planning and natural resources, and the office of director of planning and natural resources is established in accordance with Government Code Section 65100.
Throughout this code, the term "planning director" shall refer to the director of planning and natural resources and the term "planning department" shall refer to the department of planning and natural resources.
All duties and responsibilities of the former department of community development are hereby vested in and assigned to the community development division of the department of planning and natural resources and the director thereof.

2.34.020 - Director given powers of zoning administrator.¶
The director of planning and natural resources department of the county is vested with the powers of zoning administrator, pursuant to Government Code Sections 65900 et seq., and shall have all powers and duties of a zoning administrator as prescribed by Article 3 of Chapter 4 of Chapter 4 of Division 1 of Title 7 of the Government Code (commencing with Section 65900), excepting those powers and duties assigned to the board of zoning adjustment under the Land Use Zoning Ordinance of Kern (Title 19 of this code) and under Section 2.30.030 of this title.

2.34.030 - Planning agency.¶
A. The Kern County planning agency is established in accordance with Government Code Section 65100(a), which shall consist of a combination of the board of supervisors and the department of planning and natural resources, and which shall have all the functions and duties of a planning agency, as provided in Chapter 3 of Division 1 of Title 7 of the Government Code (commencing with Section 65100). In the absence of any assignment of the function of the planning agency pursuant to the provisions of this code, the board of supervisors shall carry out all the functions of the planning agency, including those otherwise assignable to a planning commission.
B. The board of supervisors may, from time to time, in the exercise of its discretion, initiate and conduct any or all functions and duties of a planning agency or order the department of planning and natural resources to initiate and conduct any or all such functions and duties.
C. The department of planning and natural resources may, from time to time, in the exercise of the discretion of the director of planning and natural resources, initiate and conduct any or all functions and duties of a planning agency, consistently with any initiated or conducted by the board of supervisors, and except as otherwise ordered by the board of supervisors.
D. The department of planning and natural resources shall perform all the functions of a county planning agency as prescribed in the Government Code Section 65402.

2.34.040 - Related functions of board of supervisors—Procedures and notices.¶
In connection with adoption or amendment of general plan elements, specific plans, or zoning regulations, the only procedures and notices to be observed shall be those required of a legislative body under Chapters 3 and 4 of Division 1 of Title 7 of the Government Code (commencing with Section 65100), for such respective adoptions or amendments.
