2.52.010 - Established.

There is established a commission for the study of problems concerning the conservation and propagation of game birds, waterfowl, fish life and other forms of wildlife, and making of reports and recommendations thereon to the board of supervisors. This commission is designated and shall be known as the Kern County wildlife resources commission and the term "commission" whenever used in this chapter shall be deemed to refer to said Kern County wildlife resources commission.

2.52.020 - Function.

The commission shall study problems concerning the conservation and propagation of game birds, waterfowl, fish life and other forms of wildlife and make appropriate reports and recommendations to the board of supervisors. It shall study proposals submitted by sportsmen, clubs, associations and organizations for expenditures of funds in connection with specific conservation and propagation activities and projects, and shall include in its reports identification of those projects and the cost thereof which it recommends be undertaken by the county within the limits of funds available as the county's share of fish and game fines and such other funds made available by the board of supervisors for such purposes.

2.52.030 - Membership.

The commission shall be composed of seven (7) voting members who will be residents of the county and not less than eight (8) advisory members. Members shall be appointed by the board of supervisors.

2.52.040 - Appointment—Term.

Each supervisor shall nominate one voting member whose term shall run concurrently with that of the nominating supervisor or until such commissioner's successor is appointed. Advisory members of the commission shall include the following representatives and such additional persons as may from time to time be deemed necessary by the board of supervisors:

A. A representative of the State Department of Fish and Game;

B. A representative of the U.S. Bureau of Land Management;

C. A representative of the U.S. Forest Service;

D. A representative of the U.S. Corps of Engineers;

E. A representative of the Cattlemen's Association;

F. A representative of the county parks and recreation department;

G. A representative of the county administrative office;

H. A supervisor.

2.52.050 - Administration.

At the first meeting in January the voting members of the commission shall proceed to select a chairman, vice-chairman and a secretary and establish such committees and such other offices as deemed necessary for the conduct of its business.

2.52.060 - Meetings.

The commission shall meet as often as necessary for the conduct of its business, but it shall not be less than two meetings annually, one of said annual meetings to be held in January and the other meeting immediately prior to the preliminary county budget session of the board of supervisors.

2.52.070 - Compensation.

The members of the commission shall serve without compensation but shall be reimbursed for expenses actually and necessarily incurred in travel to and from the place of meeting of the commission. Members shall also be reimbursed for actual and necessary expenses incurred while traveling on the business of the commission, including the cost of transportation, meals, lodging and other incidental items, provided that such travel shall be authorized by the board of supervisors in advance of the commencement thereof. Such board approval shall be based on its determination that the commission business to which such travel relates is directly related to the functioning of the commission pursuant to the provisions of this chapter. Reimbursement for transportation by private automobile shall be computed and paid in accordance with the mileage allowance rate schedule in effect for county officers and employees. In no event shall the total amount of expense reimbursement incurred or paid to commission members be in excess of fifteen percent (15%) of the amount budgeted annually by the supervisors for the operation of the commission.
