2.47.010 - Division established.¶
Pursuant to the authority granted by Chapter 11 of Part 2 of Division 2 of Title 3 of the Government Code of the state of California, the division of countywide communications is established as a division of the county administrative office.

2.47.020 - Chief communications officer—Powers and duties.¶
The division of countywide communications shall be administered by the chief communications officer, who shall be appointed by and shall serve under the direction of the chief administrative officer. The chief communications officer shall, subject to the civil service system of the county, employ such assistants and/or employees as are from time to time provided for by the position schedule of the county.

2.47.030 - Functions.¶
The functions and responsibilities of the division shall include, but not be limited to, the following:
A. Managing communications both internally and externally for Kern County, including communication to employees and departments, between departments, with other government agencies, residents, and community partners; and
B. Providing information to residents, departments, and community partners using the latest techniques in media outreach, aiding their access to and knowledge of services; and
C. Informing residents and travelers of activities Kern County has to offer ensuring our local tourism dollars stay local and we continue to attract tourism from outside the area; and
D. Direction of and responsibility for the Kern County brand and the assets/collaterals associated with it; and
E. Collaboration with local agencies, non-profits, businesses, as well as county and city departments to enhance the lives and experiences of our residents and visitors; and
F. Promote the county's story and brand, through all traditional media outlets, social media and any future media channels; and
G. Provide oversight and direction of all department promotion and media interaction as necessary; and
H. Act as the sole authority to accept and grant film permits in the county for production companies and individuals who wish to record within the county limits; and
I. Provide services to other county departments and outside agencies, at a cost, in the areas of video production, graphic design, copywriting, logo and brand development, photography, and others as talents and trends develop; and
J. Provide oversight and responsibility for countywide and departmental social media policies and page development, in connection with the division of information technology services and the office of county counsel; and
K. Sell advertising pursuant to Government Code Sections 26109 and 26110.
