All valves, except valves in zone valve box assemblies, shall be secured by any of the following

means:

(1) Located in secured areas.

(2) Locked or latched in their operating position.

(3) Located above ceilings, but remaining accessible and not obstructed. [NFPA 99:5.1.4.1.2]
