4.80.3200 Creation of storm sewer service charge fund. ¶
The fund known as the storm drainage fee fund, created and established by ordinance no. 21016, adopted July 7, 1982, shall be continued and maintained as the storm sewer service charge fund. (Ords. 25890, 25891.)

4.80.3210 Source and transfer of moneys. ¶
All revenues collected pursuant to the provisions of Part 6 of Chapter 15.16 of Title 15 of this Code, and all earnings on said revenues, shall be placed into the storm sewer service charge fund. (Ords. 25890, 25891)
4.80.3220 Expenditures. ¶
A. Moneys in the storm sewer service charge fund may be used only for the purpose of paying the costs of acquisition, repair, rehabilitation, construction, reconstruction, maintenance and operation of the storm sewer system of the city, including the repayment of principal and interest on any bonds which may hereafter be issued, or any loans or advances which may hereafter be received for such purposes and for direct and administrative costs of the city in collecting the storm sewer service charges imposed by Part 6 of Chapter 15.16 of Title 15 and for direct and indirect overhead costs of the city in performing any tasks, including, but not limited to, calculation of the services received by properties from the storm sewer system.
B. As used in this section, "direct costs" means fees charged by the city for collection services, wages and salaries and costs of employee fringe benefits incurred by the city, and mileage reimbursement attributable to these collection activities.
C. As used in this section, "administrative costs" includes, but is not limited to, all costs for computer service, materials, postage, supplies and equipment which shall be placed into the storm sewer service charge fund.
D. As used in this section, "overhead costs" means the cost of general fund support services (staff and materials) which benefit the storm sewer system.
