B1-31. - Applicability.

The restrictions in this article apply to all present and future cardrooms and cardroom licenses and licensees, whether or not recited in the licenses, except those partly or wholly exempted under Section B1-4. (Prior code § B1-22)

B1-32. - Operational restrictions designated.

A. The licensee shall have a check promptly issued to any player so requesting in exchange for his winnings, but the player may instead require the licensee to safely keep the player's winnings for him for an agreed reasonable time. B. Only table stakes shall be allowed. C. The licensee is responsible that the operation and playing are strictly in accordance with state law and this chapter. D. Every person who has or should have a work permit or a cardroom license shall, while at the card tables, always wear at about the chest height on the outermost garment an identification badge issued by the police chief, always plainly readable and in good condition. E. No licensee, owner, manager or employee of any cardroom licensed under the provisions of this chapter may play cards on the premises in which they have a financial interest or in which they are employed unless the person is wearing the name badge as specified in subsection D of this section. F. No licensee, owner, manager or employee or any other person associated with, employed by, or acting as agent for, any cardroom licensed by this chapter, will engage in lending of money, chips, tokens or anything of value, either real or promised, to any customer, player or any person for the purpose of allowing that person to eat, drink, or play cards within such cardroom. This subsection also prohibits such lending of above-described items of value outside of such premises when the intent is that they shall be used, expended or otherwise utilized within such cardroom. This section shall not prohibit the cashing of checks or the use of credit cards. G. The licensee shall post one or more signs, plainly visible throughout the cardroom, stating as many of the regulations of this chapter as the chief of police may require. H. Every cardroom shall:

  1. Be operated such hours as specified in the license; and 2. Be open to official inspection at all times for purposes of enforcing this chapter. I. The licensee shall be responsible for, and provide, patron security and safety in and around the cardroom during hours of operation. A written plan describing the security measures to be implemented by licensee shall be submitted to the chief of police for review and approval. Modifications to such plan must also receive prior approval from the chief of police. Failure to provide a current plan or to implement the plan shall be grounds for suspension or revocation of the license. J. The licensee shall post signs with lettering plainly legible from all tables specifying the wagering limits for each of the permitted games. The city council reserves the right to review and modify the wagering limits at any time. (Ord. 325 § 2, 1999: Ord 146 § 1, 1988; prior code § B1-24)

B1-33. - Intoxicated or underage persons prohibited.

No person under age twenty-one or intoxicated by alcohol and/or drugs shall be allowed to play at any card table or to remain in any cardroom. (Prior code § B1-25)

B1-34. - Location—Number of tables.

A. Only one cardroom may be located at one address or in one premises. B. Cardrooms shall be on the ground floor and arranged so that all card tables and players are plainly visible from the front door opening. Upon application, the chief of police may grant an exemption from the requirements of this subsection. C. No cardroom shall have more than twenty tables. (Prior code § B1-26)
