A11-2. - Delegation of authority to city manager.¶
A11-1. - Establishment of merit system.¶
Pursuant to Section 45001 of the Government Code, a merit system is established for the selection, employment, classification, advancement, suspension, discharge, and retirement of appointive officers and employees. (Ord. 246 § 1 (part), 1993)
A11-2. - Delegation of authority to city manager.¶
The city manager or his or her designee is appointed personnel officer and is delegated the authority to: A. Administer the merit system for the city as set forth in the personnel rules and regulations adopted by resolution of the city council.

B. Manage the unemployment insurance, workers' compensation and employers' liability insurance and compensation program. C. Provide such other services as are directed by the city council. (Ord. 246 § 1 (part), 1993)
