A5-73. - Duties.

A5-71. - Establishment.

There is established a city parks and community services commission. The powers and duties of such commission shall be as provided by this code. (Prior code § A5-61)

A5-72. - Membership—Terms of office.

A. The parks and community services commission shall consist of seven voting members and one non-voting high school student member of the San Ramon Valley Unified School District. B. All members, except for the student commissioner, shall be eighteen years of age and a resident of the city. C. The term of office of members selected to serve on the parks and community services commission shall be four years beginning on July 1st and ending June 30th or until they are reappointed or their successors are appointed. In the event of a vacancy on the parks and community services commission, the person selected to fill the vacancy shall serve for the remainder of the unexpired term. The term of the non-voting student member shall be for one year, commencing July 1st and terminating on the following June 30th. Due to the change in the general municipal election of mayor and councilmembers to even years, the terms of all parks and community services commissioners, except the student commissioner, shall be lengthened by one year in 2018 to achieve odd year appointment of parks and community services commissioners. D. In the event of a vacancy on the commission, the person selected to fill the vacancy shall serve for the remainder of the unexpired term. If fewer than six months remain in the unexpired term, the city council has the option of appointing a person to serve the remainder of the unexpired term or the unexpired term followed by a full term. E. Every commissioner shall file an original affidavit of residency, signed under penalty of perjury, with the city clerk at the time their application is filed with the city clerk. No commissioner shall be appointed nor may he or she serve on a commission if an affidavit of residency has not been filed. (Prior code § A5-62) (Ord. No. 434, § 2, 10-9-2012; Ord. A5-73. - Duties.

The parks and community services commission shall perform the following duties: A. To be the principal advisor to the city council, the director of parks and community services, and other boards, commissions, committees and departments of the city in all matters pertaining to parks, public recreation, arts and cultural facilities and historical activities, senior citizen and teen activities and concerns and other municipal community and volunteer services. B. To review and recommend policies governing park, recreation and community services for approval by the city council; C. To review and comment on the budget submitted by the director of parks and community services; D. To conduct public hearings and make recommendations to the director of parks and community services and/or the city council regarding parks, recreation and community services;

E. Review and comment on subdivisions and other development proposals in which land is proposed for dedication, credit for private open space as requested, projects on school lands or other significant park, creek, trail or open space where concerns exist; and F. To perform such duties as may be assigned by the city council from time to time. (Prior code § A5-65)
