B8-135. - Basis and purpose.¶
In enacting the ordinance codified in this chapter, the city council finds as follows: A. With the advent of autonomous vehicles and the rapid development of autonomous and connected vehicle technologies, California is on the cusp of transforming everyday transportation and increasing road safety and improving traffic congestion. B. The Contra Costa Transportation Authority (CCTA) is a public agency which is spearheading the testing and development of autonomous and connected vehicle technologies. AB1592 authorizes CCTA to conduct a pilot project for the testing of low-speed, multi-passenger fully autonomous

vehicles that do not have a driver seated in the driver's seat and are not equipped with a steering wheel, a brake pedal, or an accelerator. C. AB1592 provides the testing shall be conducted only at GoMentum Station located within the boundaries of the former Concord Naval Weapons Stations and a privately owned business park designated by CCTA, inclusive of public roads that front designated business park. D. As the proposed autonomous vehicle transportation service will be rendered wholly within the corporate limits of the city of San Ramon, implementation of the shared autonomous vehicles program is exempt from the Passenger Charter-party Carriers' Act under California Public Utilities Code § 5353(a). B8-136. - Program.¶
A. CCTA has determined that testing shall occur at the Bishop Ranch Business Park in San Ramon, California. The city of San Ramon has legal jurisdiction over the public roads that front the privately-owned Bishop Ranch Business Park. B. The city of San Ramon and its police department are actively working with CCTA and the project team—which includes public, private, non-profit and for-profit organizations—to ensure safe and smooth testing. The city of San Ramon and its police department have provided approval and permission for this pilot project to occur within the city's municipal boundaries in accordance with the conditions stipulated in their letter to the California Department of Motor Vehicles dated November 15, 2017. C. The CCTA is authorized to conduct the pilot project for the testing of low-speed, multi-passenger, fully autonomous vehicles that do not have a driver seated in the driver's seat and are not equipped with a steering wheel, a brake pedal, or an accelerator, wholly within the limits of the city of San Ramon.
