2.80.010 - Purpose.

The purpose of this chapter is to provide for proper use of county owned vehicles commensurate with operating requirements of county departments.

2.80.020 - Definitions.

As used in this chapter, the following words and terms are defined as follows:

VEHICLE. "Vehicle" means a county-owned passenger car, truck, patrol car, station wagon, bookmobile, jeep or other motorized transport.

REGULAR WORKING HOURS. "Regular working hours" means those hours during which an employee is regularly performing assigned tasks, usually the same time period each day and normally totaling forty hours per week, except in the case of the fire department.

QUALIFIED DRIVER. "Qualified driver" means an individual possessing a valid California motor vehicle operator's license.

POOL VEHICLE. "Pool vehicle" means all unassigned vehicles available for use by any qualified driver. Pool vehicles are dispatched for each trip and must be returned upon completion of each trip.

ASSIGNED VEHICLE. "Assigned vehicle" means a vehicle which is authorized to be used exclusively by one individual or one department.

OFFICIAL COUNTY BUSINESS. "Official county business" means the discharge of properly assigned county responsibilities. To provide for the most economical use of both manpower and vehicles and the proper and timely discharge of responsibilities, "official county business" includes:

(1) Use of a vehicle by an employee departing for or returning from an authorized trip, outside regular working hours.

(2) Garaging vehicles at home by employees during such periods as they are on established standby status, awaiting calls to respond to emergencies related to loss of life or property.

(3) Garaging vehicles at home by employees when the employee is working in a remote location and reports directly from home to his place of work.

2.80.030 - Policy.

A. ASSIGNMENT. The county administrator is authorized to assign vehicles as necessary to meet the operating requirements of departments. Authorization shall specify, in writing, the terms of the assignment.

B. USE LIMITED. The use of pool and assigned vehicles shall be limited to official county business, by employees or officers who are qualified drivers, and shall be authorized in the manner specified below. Use of vehicles for other than official county business is prohibited, whether or not incidental thereto.

C. AUTHORIZATION FOR REGULAR USE. Authorization for the use of vehicles during regular working hours and for the use of pool vehicles outside regular working hours shall be effected by the department head, subject to the limitations stated in this chapter, and in regulations adopted pursuant hereto.

D. AUTHORIZATION FOR IRREGULAR USE. Authorization for the use of assigned vehicles outside regular working hours shall be effected by the county administrator, in writing, subject to any limitations contained in such authorization and such other limitations as are contained in this chapter and regulations adopted pursuant hereto.
