Chapter 9 — COUNTY LIBRARIES

Sec. 4-9.01. - Unlawful acts.

It shall be unlawful for any person to do any of the following acts in or about any County library:

(a)

Maliciously deface, cut, mar, or otherwise damage any County library structure, furniture, equipment, or materials;

(b)

Maliciously damage in any way the grounds or facilities around any County library;

(c)

Give other than his lawful name, address, and telephone number for the purpose of using any library facility, or checking out books, or receiving any library materials or equipment, or when such information is requested of him by the County Librarian or other person in charge of a County library;

(d)

By means of unnecessary noise, action, or conduct, disturb others who are making reasonable use of library facilities;

(e)

Loiter within any County library with the intent to violate any of the provisions of subsections (a), (b), (c), or (d) of this section; or

(f)

Upon any violation of the provisions of subsection (d) of this section, or after any County library has been closed to the public, refuse or fail to leave the building or grounds thereof promptly when so requested by the County Librarian or person in charge of a County library.

Sec. 4-9.02. - Liability for damages.

Parents of juveniles who damage any library buildings or grounds or the interior of library buildings may be held financially responsible for such damages.

Sec. 4-9.03. - Violations: Penalties.

Any person violating any of the provisions of Section 4-9.01 of this chapter may be deemed guilty of a misdemeanor and, upon conviction thereof, may be punishable as set forth in Chapter 2 of Title 1 of this Code.

4-9.04 - Library fines and fees.

As provided by California Government Code section 18702 and 19115, the Board of Supervisors establishes the following fees:

Extended Use Fees

Videocassettes $.50 per day/$5.00 maximum

DVDs >$.50 per day/$5.00 maximum

Reference material >$.50 per day/$5.00 maximum

Interlibrary loans >$.50 per day/$5.00 maximum (Plus applicable charges from lending library, if any)

All other items (i.e., books, magazines, etc.) $.20 per day/$3.00 Maximum

Computer Fees

Computer Printouts $.20 per sheet

Microform Fees

Except as provided below, use of library microform is free to the public. The fee assessed below represents fees charged for services when performed by library staff, including volunteers.

Microform Search $5.00 per search

Microform Research $10.00 per hour (1 hr. min.)

North Net Fees

DVD, Videos and Playaways $1.00 per item

Miscellaneous Fees

Copies $.20 per sheet

Copies-Microform $.25 per sheet

Facsimiles $1.00

$1.00 each additional page

Test Proctoring $20.00 per test

Interlibrary Loans $5.00 per item provided by libraries not included in the North Net System

Returned Check Fees (NSF) $20.00 per check

Replacement Fees

All items Retail price (as indicated in the library database)

If retail price is not listed in library database, the as follows:

Books, adult (unless other indicated) $20.00

Books, young adult and children $15.00

Reference material Cost of replacement

Magazine $5.00

Cataloged paperback $7.00

Board book $7.00

Tapes (books) $15.00

Videocassette $12.00

CD (books) $30.00

CD (music) $12.00

DVD $30.00

Lost cases $2.00

Library card replacement fee $1.00

Any interlibrary loan materials Charge set by lending library

Processing fee $5.00 per item

Room Use Fees

Conference room $10.00 per hour*

Library staff services $20.00 per hour per employee (min. 1 hour)

Fees assessed pursuant to this section become due immediately. Outstanding fees in excess of $1.00 will result in suspension of borrowing privileges.
