Sec. 3-15.2.01. - Definitions.

For the purpose of this Chapter, the following terms, phrases, words and the derivation shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words used in the plural include the singular and words used in the singular include the plural. The words "include," "including," or other similar words of inclusion shall mean without limitation or restriction.

(a)

"Advanced life support" or "ALS" means special services designed to provide definitive emergency medical care as defined in Section 1797.52 of Division 2.5 of the California Health and Safety Code.

(b)

"Ambulance" means any ground, water, or air vehicle, specifically designed, constructed, modified, equipped, arranged, maintained, operated, used, or staffed, including vehicles specifically licensed or operated pursuant to California Vehicle Code Section 2416, for the purpose of transporting sick, injured, invalid, convalescent, infirmed, or otherwise incapacitated persons and which has met all license and other requirements in applicable Federal, State, and Local law and regulation (Section 51151.1 of Title 22 of the California Code of Regulations and Section 1100.2(a) of Title 13 of the California Code of Regulations).

(c)

"Ambulance service" or "ambulance provider agency" means the private or public organization, or entity, or individual providing an ambulance for use in emergency service (Section 1100.2(c) of Title 13 of the California Code of Regulations).

(d)

"Ambulance service area" means a specific geographic area within the County established by Board of Supervisors resolution.

(e)

"Basic life support" or "BLS" means emergency first aid and cardiopulmonary resuscitation procedures and the special services as defined in Section 1797.60 of Division 2.5 of the California Health and Safety Code.

(f)

"Board" or "board of supervisors" means the Board of Supervisors of the County of Siskiyou, a political subdivision of the State of California.

(g)

"County" means the County of Siskiyou, a political subdivision of the State of California.

(h)

"County EMS advisory group" or "advisory group" means the group, chaired by the County Health Officer, which is responsible for providing advice and recommendations to the Board regarding the Board's actions under Division 2.5 of the California Health and Safety Code and this Chapter.

(i)

"County Health Officer" or "Health Officer" means the Physician Health Officer for the County of Siskiyou or his/her designee.

(j)

"EMS medical director" means the physician medical director for the local EMS agency who is responsible for the functions outlined in Division 2.5 of the California Health and Safety Code.

(k)

"Emergency medical services provider agencies" are organizations, companies, and corporations certified or operating under the standards established under Division 2.5 of the California Health and Safety Code, providing basic life support, limited advanced life support, and advanced life support, including ambulance provider agencies and first responder provider agencies.

(l)

"Enhanced basic life support" or "enhanced BLS" means the provision of specialized advanced procedures by basic life support personnel in a manner consistent with applicable State and local laws and regulations.

These procedures include, but are not limited to, defibrillation by EMT-D and first aid personnel.

(m)

"Exclusive operation area (EOA)" means any service area for which the local EMS agency, acting upon the recommendation of the Board of Supervisors, has restricted the provision of ambulance services to one or more ambulance service providers.

(n)

"Limited advanced life support" or "LALS" means special services designed to provide emergency medical care as defined in Section 1797.92 of Division 2.5 of the California Health and Safety Code.

(o)

"Local emergency medical services agency" or "local EMS agency" means the agency, department, or office designated by the Board of Supervisors pursuant to Division 2.5 of the California Health and Safety Code, and having primary responsibility for administration of emergency medical services in Siskiyou County and any other specific related functions as determined by the Board.

(p)

"Local laws, regulations, policies and procedures" means County ordinances, resolutions, policies, and procedures.
