B7-215. - City massage therapist registration—Required.¶
Except for any person licensed under Business and Professions Code Sections 2135 through 2139 (medicine), 2630 or 2639 (physical therapy), 2732.1, 2733 or 2742 (nursing) or under the Chiropractic Initiative Act of 1922, no person shall, in or upon any premises in the city, act in the capacity of a massage therapist without first having registered with the permit administrator in accordance with the provisions of this chapter. B7-216. - Registration procedure and requirements.¶
A. Except as provided under Section B7-218, each massage therapist will adhere to the certification rules and regulations set forth by the CAMTC. B. Massage therapists must complete all registration forms provided to him/her by the Permit Administrator. Such forms shall require submission of the following information and/or documentation under penalty of perjury: 1. The name and residence address of the massage therapist; 2. All the applicable information required by Section B7-191 or as set forth on city registration documents; 3. The full name, street address, and telephone number of all other business premises in which the massage therapist administers massage; 4. If applicable, any other name(s) or nicknames used by the massage therapist; 5. Primary language(s), if other than English; and 6. All massage therapists must demonstrate liability insurance coverage in the minimum amount of two million dollars ($2,000,000) per occurrence at all times when performing massage activities. The coverage must be held in the name of the massage therapist authorized to perform massage. C. Massage therapists shall come into the city every two (2) years to provide documentation to the Permit Administrator demonstrating that they have recertified their state certification. A massage therapist exempted under Section B7-218 shall come into the city every one (1) year to re-register and provide documentation to the Permit Administrator demonstrating that he/she continues to meet or exceed the requirements of a CAMTC certification with the exception of the requirement to successfully complete curricula in massage at a CAMTC approved school. B7-217. - Continuing registration requirements.¶
Upon a change in location or premises or addition of premises in which the massage therapist administers massage, the certified therapist or a massage therapist exempted under Section B7-218 shall update his or her registration with the Permit Administrator. B7-218. - Exemption to CAMTC certification.¶
A. Under the sole discretion of the Permit Administrator, a massage therapist may be exempt from the requirement to obtain a CAMTC certification if all of the following are met: 1. The massage therapist was actively working at a massage establishment in San Ramon at the time Ordinance 480 went into effect (i.e. September 27, 2018); 2. The massage therapist was registered and in good standing with the Permit Administrator as of September 27, 2018; 3. The massage therapist meets or exceeds all of the requirements for a CAMTC certification except for the requirement that a massage therapist successfully complete curricula in massage at a CAMTC approved school; 4. The massage therapist did successfully complete curricula in massage at an out-of-country massage school; and 5. The massage therapist applied for a CAMTC certification within one year after Ordinance 480 went into effect (i.e. September 27, 2019), was denied or was unable to obtain a CAMTC certification and can provide proof to the satisfaction of the Permit Administrator that the denial or inability to obtain a CAMTC certification was solely due to the fact that he/she attended an out-of-country massage school. B. Any massage therapist deemed exempt from CAMTC certification under this section is also exempt from the requirement to display a CAMTC issued identification card; however, he/she must wear a form of identification while performing massage and must continue to register and maintain good standing with the Permit Administrator.
