Chapter 2.98 — GENERAL SERVICES AGENCY

2.98.010 - Recognition.¶
There is in the county a general services agency, hereinafter in this chapter referred to as the agency.

2.98.020 - Executive officer.¶
The executive officer of the agency is the director of the general services agency appointed by the board of supervisors.

2.98.030 - Intent of article: Appointment of purchasing agent.¶
Provisions of this chapter shall control over any other inconsistent provisions in the Administrative Code. It is the intent of the board of supervisors that the director of the general services agency shall perform or cause to be performed all duties heretofore vested in the public works department relating to motor vehicles and building maintenance, and the county purchasing department, including those duties and powers vested by law in the purchasing agent. The director of the general services agency is hereby appointed as the purchasing agent, as provided in the Charter, and may perform or cause to be performed the duties of the purchasing agent.

2.98.040 - General powers and duties.¶
Subject to the direction and control of the board of supervisors, and to applicable state laws, rules and regulations and local ordinances not inconsistent therewith, the director shall be in charge of and responsible for the coordination and direction of the purchasing department and the communications department.

2.98.050 - Motor vehicles.¶
The director shall be in charge and control of the county garage and equipment repair shops, and shall have the following powers and duties:
A.
To have charge of the assignment of county-owned motor vehicles to the various offices, departments and institutions of the county as their needs may appear and in accordance with policies established by the board of supervisors;
B.
To provide for the storage, servicing, repairing, overhauling and rebuilding of all county-owned motor vehicles;
C.
To furnish motor vehicle transportation required by the various offices, departments and institutions of the county from the car pool, insofar as the funds provided by the board of supervisors permit;
D.
To maintain an inventory of all motor vehicles equipment owned by the county;
E.
To maintain and operate county parking facilities as directed by the board of supervisors;
F.
To maintain costs records of the activities of the division. The provisions of this section do not apply to motor vehicles or equipment leased or purchased from highway users tax monies.

2.98.060 - Building maintenance.¶
The director shall have the following powers and duties:
A.
To maintain, repair and carry out miscellaneous alteration and construction to county buildings and grounds;
B.
To furnish public utility, building plant operation, elevator, building trades, janitorial, custodial, protective, gardening and miscellaneous building services;
C.
To provide other services of like or different kind as required by the board of supervisors.

2.98.070 - Parking enforcement.¶
The director of general services agency shall implement and enforce Chapter 10.12 of the Alameda County General Ordinance Code by placing or erecting appropriate signs, markings or meters giving notice to any special conditions or regulations imposed by the board of supervisors, and by issuing parking violation notices in the name of the county of Alameda for violations of Sections 21113(a) and 22507.8 of the Vehicle Code. The director or his designee shall not, however, have the power of arrest in the enforcement of these sections.

2.98.080 - Authority of the general services agency to lease or license county property.¶
Except as otherwise directed by the board of supervisors, the director of general services agency is authorized to execute nonrenewable leases or licenses of real property belonging to the county, excluding property purchased with road funds, for a term not exceeding five years upon his/her finding that the lease or license is in the public interest and will not substantially conflict or interfere with the use of any property by the county, and that the estimated monthly rental does not exceed two thousand dollars ($2,000.00). The director shall solicit competitive proposals or bids where actual competition for a lease or license may exist, or where such solicitation is feasible and appropriate under the circumstances.
