Chapter 2.114 — REPORTS, RECORDS, PUBLICATIONS, BULLETIN BOARDS

2.114.010 - Public records.

No officer or employee of the county shall make copies of public records outside of office hours and make a charge therefor, nor shall any county officer or employee make a charge or collect or retain for his own use any compensation for permitting any person to make or furnish copies of any public records.

2.114.020 - Publication of regulatory laws.

Any officer, board, commission or the head of any office, department or institution of the county who administers regulatory laws established by county ordinance or by county ordinance and state law is authorized to cause such regulatory laws or extracts therefrom to be printed in convenient form. Such

publications may be sold to the public at cost, provided that the expenditure for such printing and the price are first approved by the board of supervisors.

2.114.030 - Reports.

Annual reports or other reports of departmental operations required by state law, ordinance or by the board or other authority shall be published in accordance with board policy regarding size, quality of paper, use of art work and photographs, binding and other factors affecting the quality of the publication. Such reports shall be limited in content and in quality of publication to the requirements of the purpose for which they are published.

2.114.040 - Annual report of departmental operations.

For the purpose of providing the board with information necessary to the general supervision of county officers and departments as directed by state law, it shall be the duty of every head of a department to report in writing to the board annually concerning all work accomplished or undertaken by his department since the prior annual report. The annual budget justification and request is sufficient for the purposes of this section, unless otherwise ordered by the board.

2.114.050 - Bulletin boards for noncounty materials.

The county shall furnish and erect bulletin boards, not exceeding thirty-six (36) inches by seventy-two (72) inches in size, to be used for the posting by employees of notices promoting activities not directly related to the responsibilities of the county. Such bulletin boards shall be located in places readily accessible to employees but removed from observation by the general public, and a sufficient number of such bulletin boards shall be provided so as to assure reasonable employee access and use. Where existing bulletin boards intended for official notices have adequate unused space and otherwise meet the foregoing criteria, portions of such bulletin boards may be set aside for the posting of noncounty materials in lieu of, or in addition to, the above-mentioned separate bulletin boards, provided that the area on each such bulletin board to be so used is clearly marked thereon.

2.114.060 - Nature of posted materials.

Materials which may be posted upon the bulletin boards referred to in Section 2.114.050 of this code include notices of a cultural, social, educational or political nature or event, provided that the content of any posted material, or the display thereof, is not otherwise unlawful. Such bulletin boards are not to be used for commercial advertising, other than of the nature specified above, but, subject to limitations of space, employees may post notices of personal property or services which the employee wishes to sell or buy.

2.114.070 - Identification, dating and removal of posted material.

All materials displayed upon bulletin boards referred to in Section 2.114.050 of this code shall bear the name of its sponsor as well as the date of posting. Materials shall normally not be posted for more than twenty (20) days, but department heads may reduce the normal maximum posting period to as little as ten days or place size limitations on material to be posted where reasonably necessary to accommodate employees wishing to use such bulletin boards. Employee committees or employees representing persons employed in the offices maintaining such bulletin boards shall examine them from time-to-time for the purpose of removing therefrom material for which the posting period has expired, the content or posting of which is unlawful or not otherwise provided for in Section 2.114.050 et seq. of this code, or which ridicule the county, its management, employees or employee organizations, provided that the sponsor posting the material, other than that for which the posting period has expired, is given notice of its removal. The determination of the department head shall control in the event that he disagrees with employee decisions to remove or to refrain from removing material as provided herein.
