Chapter 2.34 — LIBRARY DEPARTMENT

2.34.010 - Recognition.¶
There is in the county a library department, hereafter in this chapter referred to as the department.

2.34.020 - Executive officer.¶
The executive officer of the department is the county librarian, appointed by the board of supervisors or provided by contract with Contra Costa County, pursuant to Section 19110 of the Education Code.

2.34.030 - General powers and duties.¶
The county librarian shall perform the duties prescribed by state law, and by ordinances and rules not inconsistent therewith, which duties shall include, but not by way of limitation:
A.
To build up and manage, according to accepted principles of library management and objectives adopted by the board of supervisors, a library for the use of those persons in areas of the county lying outside of cities maintaining free public libraries and those persons in such additional portions of the county as elect to become a part of, or to participate in, the county library system;
B.
Pursuant to book selection policy and objectives to determine what books and other library equipment shall be purchased;
C.
In order to carry out the foregoing duties, to maintain branch libraries, operate bookmobiles and provide library service in charitable, detention and penal institutions as directed by the board of supervisors.
