2.30.010 - Recognition.

There is in the county a health department, hereafter in this chapter referred to as the department.

2.30.020 - Executive officer.

The executive officer of the department is the health officer, appointed by the board of supervisors as provided in the Charter.

2.30.030 - General powers and duties.

The health officer shall perform public health services as provided by state law and ordinances not inconsistent therewith, which duties shall include, but not by way of limitation:

A.

To enforce the orders and ordinances of the board of supervisors pertaining to public health and sanitary matters;

B.

To carry out the health orders, quarantine, and other rules and regulations prescribed by the State Department of Public Health;

C.

To cooperate with state and local agencies in the enforcement of state and county health laws, and city ordinances to the extent authorized by the board of supervisors, and, with such persons as he may designate, to make arrests in accordance with the provisions of Penal Code Section 836.5;

D.

To carry out the terms of contracts between the county and other political jurisdictions within the county to the extent and in the manner provided by agreements executed by the board of supervisors.

2.30.040 - Basic services.

The department shall offer at least the following basic services, in accordance with the requirements of the California Administrative Code:

A.

Communicable disease control, including availability of adequate isolation facilities, the control of the acute communicable diseases, and the control of tuberculosis and the venereal diseases, based on provision of diagnostic consultative services, epidemiologic investigation, and appropriate preventive measures for the particular communicable disease hazards in the community;

B.

Medical, nursing, education, and other services to promote maternal and child health, planned to provide a comprehensive program to meet community needs in these fields;

C.

Services in environmental sanitation, to include appropriate activities relating to water, food, air, waste, vectors, housing, bathing places, occupational health and safety;

D.

Public health laboratory services;

E.

Services in nutrition, including appropriate activities in education and consultation for the promotion of positive health, the prevention of ill health, and the dietary control of disease;

F.

Services in chronic disease, which may include case finding, community education, consultation or rehabilitation, for the prevention or mitigation of any chronic disease;

G.

A planned and organized health education program in the community;

H.

Collection, tabulation and analysis of public health statistics;

I.

Services directed to the social factors affecting health;

J.

Services in occupational health to promote the health of employed persons and a healthful work environment;

K.

Such other services as may be required by Title 17 of the California Administration Code.

2.30.050 - Environmental sanitation.

Subject to state laws and ordinances not inconsistent therewith, the health officer shall conduct a program of enforcement of state laws and ordinances relating to environmental sanitation, which duties shall include, but not by way of limitation, to provide inspectional, regulatory, educational, licensing, and consultative services:

A.

To insure that all public water supplies, including bottled water and ice used for consumption, are maintained free from contamination; to extend such services insofar as practical to private water supplies; to approve new or modified public water systems;

B.

To regulate septic tank installations; to investigate complaints regarding improper sewage disposal; to advise community and governmental agencies with respect to proposed public sewerage facilities;

C.

To administer and enforce ordinances relating to accumulation, preparation, storage, collection, transportation, and disposal of garbage, rubbish, refuse and waste to insure that it is collected and disposed of in a manner which will not cause nuisances, provide food and harborage for rodents, or become a breeding source for insects;

D.

To provide inspection and consultation service on insect and rodent problems; to carry out rodent extermination procedures in public areas, the water front, sewerage systems, and certain major creek channels;

E.

To inspect regularly all food establishments to insure sanitary production, distribution, vending, processing and serving of food; to provide instruction to food service personnel on proper methods of food service and care of food service equipment, to investigate causes of food poisoning; to approve plans for new or remodeled food establishments; to enforce Division 21 of the Health and Safety Code of the state and the rules and regulations adopted pursuant to that division which pertain to retail food establishments;

F.

To provide consultation and/or inspectional service on sanitation problems in schools, industries, recreational facilities, institutions, and places of public assembly;

G.

To investigate animal bites and to quarantine animals which have bitten persons;

H.

To investigate complaints regarding nuisances of public health importance;

I.

To insure compliance with the sanitation provisions of the state and county Housing and Mobile Home Park Acts;

J.

To provide inspection and consultation services for sources of radioactivity.

2.30.060 - Alcoholism control and prevention.

In accordance with the requirements of state law, the health department shall develop and administer a program for the control and prevention of alcoholism, consistent with the standards and regulations of the State Board of Public Health.
