Chapter 2.108 — SAFETY COMMITTEE

2.108.010 - Recognition.¶
There is in the county a central safety committee, hereafter in this chapter referred to as the committee. (Prior admin. code § 5-26.01)
2.108.020 - Membership.¶
The committee consists of four members selected as follows:
A.
Two staff members of the personnel department designated by the director of personnel;
B.
One staff member of the public works agency designated by the director of public works;
C.
One staff member from the general services agency designated by the director, general services agency.

2.108.030 - Appointment—Terms—No compensation.¶
The committee members shall by name be appointed by resolution of the board of supervisors and shall serve until relieved by the board. Members shall serve without compensation.

2.108.040 - Organization.¶
The county safety officer shall be the executive secretary of the committee.

2.108.050 - Duties of the county safety officer.¶
A.
Perform the duties of executive secretary of the central work safety committee;
B.
Act as liaison between the county and the county's compensation insurance carrier;
C.
Screen injury reports and damage reports to ascertain problems which can be corrected, and contact department officials to assist with implementation of corrections;
D.
Administer the county safety suggestion award program;
E.
Assist department safety committees and department management in solving safety problems by: inspections, training programs, information campaigns, statistical breakdowns, etc.;
F.
Coordinate county safety programs;
G.
Publish monthly, semiannual, and annual reports of injuries, safety programs, collisions and costs;
H.
Represent the county at intergovernmental safety efforts;
I.
Assist the retirement board and the civil service commission on employee injury related problems under their jurisdiction;
J.
Distribute safety literature on county employment related safety problems and preventive techniques.

2.108.060 - Meetings.¶
The committee shall hold meetings as often as is necessary to conduct its business, but at least twice yearly. The committee shall keep minutes of the meetings.

2.108.070 - General powers and duties.¶
For the purpose of establishing means to seek out causes of accidents involving county employees and/or county property and to reduce the frequency and severity of such accidents, the committee shall:
A.
Examine safety problems and make recommendations to the board of supervisors and appropriate department heads;
B.
Promote safety methods and materials;
C.
Encourage safety education;
D.
Strive to eliminate hazards;
E.
Cooperate with other agencies;
F.
Obtain and distribute safety literature and signs;
G.
Suggest procedures to prevent injuries and damage;
H.
Provide information on safety program results to management and employees;
I.
Examine and provide recommendations of public safety problems around county facilities and equipment;
J.
Examine and recommend methods to prevent damage to county property;
K.
Examine and recommend methods to prevent damage to private property by county equipment;
L.
Report to the board annually;
M.
Perform other duties as necessary.

2.108.080 - Assistance from other departments.¶
The administrative officials of all county departments, courts and commissions shall develop and implement a safety program, lend assistance to this committee, and shall:
A.
Submit such reports of accidents as may be required;
B.
Furnish inspection and data pertaining to investigation of accidents;
C.
Post on bulletin boards or otherwise distribute among employees written material as requested;
D.
Form and support a departmental safety committee or appoint an appropriate safety representative;
E.
Provide such other cooperation as can reasonably be given.

2.108.090 - Accident board of review—Membership—Meeting—Duties.¶
The committee shall select from its members an accident board of review consisting of three members to serve rotating nine-month terms. The county safety officer will act as chairman. The accident board of review shall meet at least quarterly. It shall organize specified review groups as deemed necessary (e.g., collision review) and receive regular reports from these groups. The board of review shall function as a factfinding body and shall:
A.
Make such investigations of accidents as it deems necessary;
B.
Make written reports of its findings to the committee.

- 2.108.100 - Safety inspections of county facilities.
Inspection in and around county facilities for the purpose of identifying and recommending on the elimination of possible safety hazards shall be administered in the following manner:
A.
The central work safety committee, in cooperation with the public works department and other appropriate county departments, shall conduct safety inspections of county buildings and facilities on a programmed basis of reasonable frequency. When appropriate, such inspections shall be made in structures newly built or rented for the county prior to occupancy.
B.
Reports on building safety inspections, including findings and recommended corrective action, shall be submitted to the county administrator.
C.
All county employees are instructed that they have a personal obligation to help prevent accidents to themselves and others while working in or around county buildings and facilities.

- 2.108.110 - Safety awards program.
The board of supervisors desires to recognize on an annual basis those departments and individuals who contribute the most to the success of the safety program. In order to provide this recognition, the following awards shall be issued:
A.
Award for Safety Program Excellence. These department awards shall be based on an evaluation of the department's injury prevention program which will include accidents investigation, facility inspection, employee awareness and accident record.
B.
Individual awards may be issued for outstanding safety suggestion, safest driver and safest worker, etc. The safety committee shall administer the awards program on behalf of the board of supervisors. Program rules, regulations and instructions shall be published periodically to facilitate the awarding of such safety awards.
