Chapter 2.24 — INFORMATION TECHNOLOGY DEPARTMENT

2.24.010 - Recognition.

There is in the county an information technology department, hereafter in this chapter referred to as "the department."

2.24.020 - Executive officer.

The executive officer of the department is the director of information technology, appointed by the board of supervisors.

2.24.030 - General powers and duties.

The director shall perform the duties prescribed by state law, County Charter, policies of the board of supervisors and ordinances not inconsistent therewith, which shall include, but not by way of limitation: In consultation and cooperation with the users of information technology,

A.

Assist county departments and agencies in meeting their program responsibilities by providing the information technology systems required by them and approved by the board of supervisors;

B.

Serve as a technical resource to the board of supervisors, county administration, all departments and appropriate public entities on matters pertaining to information technology;

C.

Participate in determining whether the county's best interests are served by centralizing or distributing specific systems;

D.

Advise the county administrator and appropriate county departments and public entities concerning the status of the design and operation of systems which affect them;

E.

Participate on committees related to information technology in the county;

F.

Monitor the performance of all information technology systems to assure maximum cost effectiveness;

G.

In conjunction with the county purchasing agent, function as the county's representative to vendors of information technology and data communications equipment systems and services;

H.

In conjunction with the county purchasing agent, provide for the acquisition of hardware, software, contracts, resources and related services necessary to support the information technology requirements of the county;

I.

Take action to insure the efficient use of any information technology hardware, software, staff and related resources;

J.

In conjunction with the county administrator's office, provide the management control necessary to guarantee the most effective use of information technology resources in the county;

K.

Establish and enforce county-wide standards and procedures for information technology;

L.

Except where specifically exempted by the board of supervisors, provide for project management of information technology application development activities for departments and agencies within the county;

M.

Design, or requisition the design, of information technology systems in accord with user requirements;

N.

Administer the resources to operate, maintain and modify existing centralized information technology;

O.

Prepare and update an annual long-range plan for information technology in Alameda County.
