2.48.010 - Recognition.

There is in the county a purchasing department, hereafter in this chapter referred to as the department.

2.48.020 - Executive officer.

The executive officer of the department is the director of the general services agency. The director, acting as the executive officer, is the purchasing agent, appointed by the board of supervisors as provided in the Charter.

2.48.031 - General powers and duties.

Subject to the provisions of state law, the Charter, and ordinances not inconsistent therewith, the purchasing agent shall:

A.

Purchase all materials, supplies, equipment and services for all departments, offices, institutions and courts of the county, and any city, town, district or public agency of the county with which the board of supervisors has contracted as provided in Section 28.1 of the Charter;

B.

Make inquiries as to sources of supply, quality of items and market conditions;

C.

Examine samples to insure proper quality;

D.

Standardize, as far as possible, all materials and supplies required by the county;

E.

Sell all property determined by the board of supervisors to be no longer required or suitable for county use;

F.

To perform all other duties required by state law, the Charter, and ordinances not inconsistent therewith.

2.48.040 - County store.

The purchasing agent shall be in charge of the county store. County stores shall purchase and store materials, supplies, equipment and other personal property commonly used; shall issue such materials, supplies, equipment and other personal property on requisition of the department, office, board, court, commission, institution or contracting public agency requiring them, and shall perform messenger and delivery services.

2.48.050 - Central services.

The purchasing agent shall be in charge of central services. Central services shall perform copymaking, duplicating, bindery finishing and bookbinding services as requested by other departments and agencies, and shall provide consultation and advice in these fields. Central services may also provide such other related services as are authorized by the board of supervisors. The operating costs of central services shall be offset through interdepartmental charges to using departments for services rendered, based on rates established by the county auditor.
