Chapter 2.82 — LIBRARY ADVISORY COMMISSION

2.82.010 - Recognition.¶
There is in the county a library advisory commission, hereafter referred to as the commission.

2.82.020 - Number, selection, term, and qualifications of members.¶
A.
The commission shall consist of sixteen (16) regular members and five alternate members.
B.
The city councils of the Cities of Albany, Dublin, Fremont, Newark, and Union City shall each appoint one (1) council member from their respective councils to serve as city members of the commission, and at the pleasure of the respective appointing authorities. Each council shall also appoint one (1) alternate member to serve on the commission. The alternate member shall serve in the event the regular member is absent or disqualifies herself or himself.
C.
The board of supervisors shall appoint five members; one a resident and elector of Ashland-Cherryland, one a resident and elector of San Lorenzo, one a resident and elector of Castro Valley, one a resident and elector of Fairview, and one a resident and elector of Sunol.
D.
There shall be four additional members who are residents and electors of the area served by the library to serve at large; one by the city members of the commission, two appointed by the board of supervisors, and one appointed by the full commission.
E.
There shall be two members appointed by the full commission who are high school or college students residing and attending school in the area served by the library.
F.
The county and the at-large members shall serve terms of two years, commencing on the date of appointment and until a successor is appointed and qualified. The student members shall serve a one-year term commencing from the date of appointment.

2.82.030 - Organization—Quorum.¶
The members of the commission shall annually select one of their members as chair who shall serve as chair for one year and who shall preside at all meetings of the commission. The members of the commission shall annually select another one of their members as vice chair who shall serve as vice chair for one year and who shall assume the duties of the chair when he or she is absent or unable to act. The county librarian shall provide secretarial support to the commission. Without counting vacant seats, a majority of the members of the commission shall constitute a quorum, and no act of the commission shall be valid or binding unless a majority of all the members concur therein.

2.82.040 - General powers and duties.¶
The commission shall perform the following advisory functions in all matters relating to the county library:
A.
Investigate, study, report and recommend to the county librarian and to the board of supervisors, from time to time, on matters relating to the provisions of library services;
B.
Advise the librarian and the board of supervisors on the development of the operating policies and goals of the county librarian;
C.
Assist in the development and review of library materials selection and life-cycle management policies to guide, but not limit, the librarian in selecting, purchasing and replacement of library content;
D.
Review the budget request of the county librarian in terms of the service program it is designed to support;
E.
Advise the librarian and the board of supervisors on the development, updating and execution of master facility plans relating to library facilities;
F.
Confer with interested persons and groups in the community evaluating the library's service program and make recommendations to the librarian and the board of supervisors as to any change required therein.

2.82.050 - Local library boards permitted.¶
Nothing in this chapter shall prohibit the county nor any city named in this chapter from establishing a commission, board, group, or other body to advise or assist in the development of library service in any specific locality within the county, but any such commission, board, group, or body shall be considered as advisory only.
