2.54.010 - Recognition.¶
There is in the county a school department, hereafter in this chapter referred to as the department.

2.54.020 - Board of education—Election—Trustee areas.¶
There is in the department a board of education which shall consist of seven members. One member shall be a resident at the time of election of each of seven trustee areas, as hereinafter defined, and shall be elected by the electors of the trustee area which he represents. Trustee areas are defined as follows: Area
1, Peralta Township; Area 2, Oakland Township; Area 3, Alameda Township; Area 4, Eden Township; Area 5, Washington Township; Area 6, Pleasanton Township; Area 7, Murray Township.

2.54.030 - Members' terms—Vacancies.¶
The term of office for each member shall be four years. Vacancies shall be filled by a majority of the remaining members of the board and the appointee shall hold office only until the first day of July following the next election at which a member of the county board of education is elected.

2.54.040 - Organization.¶
The members of the board shall annually elect one of their members president. The superintendent of schools is secretary and executive officer of the board, ex officio.

2.54.050 - Meetings—Compensation.¶
The board shall have such meetings as prescribed by state law, but not less than one each month. Each board member shall receive ten dollars ($10.00) as compensation for each meeting attended by him. In addition, each board member shall be paid actual and necessary traveling expenses in attending meetings of the board. at the rate allowed county officials by the board of supervisors.

2.54.060 - General powers and duties.¶
The board of education shall have the powers and perform the duties prescribed by state law and ordinances not inconsistent therewith, which duties shall include, but not by way of limitation:
A.
To adopt rules for its own government;
B.
To review and make recommendations on the annual budget of the superintendent of schools before its submission to the board of supervisors;
C.
To review and make recommendations on the annual county school service fund budget before its submission to the State Superintendent of Public Instruction;
D.
To approve contracts with the governing body of any school district for rendering by the superintendent of schools of any service which he may provide under the Education Code of the state, upon terms and conditions agreed upon by the superintendent of schools and the governing board of the district;
E.
To adopt audio-visual materials for use in schools having audio-visual contracts with the superintendent of schools;
F.
To prescribe courses of study in and for the elementary schools in noncity school districts;
G.
To hold hearings on inter-district attendance disputes;
H.
To adopt books for supplementary use in the elementary schools of the county;
I.
To approve services provided by the superintendent of schools through the county school service fund.

2.54.070 - Executive officer.¶
The executive officer of the department is the superintendent of schools, elected as provided in the Charter and state law.

2.54.080 - General powers and duties.¶
The superintendent of schools shall perform the duties prescribed by state law and regulations and ordinances not inconsistent therewith, which duties shall include, but not by way of limitation:
A.
To superintend the schools of the county;
B.
To visit and examine each school in the county at reasonable intervals;
C.
To distribute all laws, reports, circulars, instructions and blanks which he may receive for use of school officers;
D.
To keep a record of his official acts and of all proceedings of the board of education;
E.
To enforce the course of study and the use of state textbooks;
F.
To make such reports as are required by the State Superintendent of Public Instruction, or by the board of supervisors;
G.
To perform services for school districts, as authorized under the county school service fund and approved by the board of education;
H.
To examine tentative budgets of school districts;
I.
To perform budgetary accounting of school district funds;
J.
To approve school district warrants;
K.
To serve as secretary of the county committee on school district organization;
L.
To maintain records of school district boundaries;
M.
To conduct school district board member elections and tax elections;
N.
To recommend to the board of education the suspension or lapsation of school districts;
O.
To certify to the State Controller the results of elections authorizing state loans;
P.
To approve plans for school buildings in all noncity districts;
Q.
To provide such other services as may be required by law.

2.54.090 - Juvenile Hall and boys' camps.¶
The superintendent of schools shall establish and maintain a public school of such grade or grades as may be, in his judgment, necessary in the Juvenile Hall and in other juvenile homes, ranches and camps established by the board of supervisors.
