2.50.020 - Planning commission.¶
There is within the county a planning commission (hereinafter "commission"). The commission shall consist of five members, none of whom shall be county officers, employees or members of the board of supervisors.

2.50.022 - Commission membership—Term of office—Removal conditions.¶
A. The commission shall consist of five members, who are residents of the county, and shall be appointed by the board of supervisors. Each supervisor shall nominate one person, who may reside within or without the supervisor's district, to serve on the commission.
B. Each member of the commission shall serve for a term which shall expire the date the member's nominating supervisor leaves office; provided, however, that this term may be lengthened as provided in subsection (B) of Section 2.50.024 or shortened as provided in subsection (C) of this section.
C. Commissioners serve at the will and pleasure of the appointing authority, and may be removed from the commission prior to the expiration of the term established by subsection (B) of this section by either of the following actions:
By a majority vote of the board of supervisors upon the request of the nominating supervisor, but only after the supervisor has given the commission written notice of his or her intent to request that the board remove the commissioner; or
In all other cases, a commissioner may be removed from office only by a four-fifths vote of the board of supervisors favoring such removal.
D. If a commissioner resigns or is removed pursuant to subsection (C) of this section, only the supervisor who nominated the commissioner shall be entitled to nominate a replacement to fill the vacancy. Any such nomination shall be made within sixty days after the vacancy occurs.
E. When a commissioner's term ends due to his or her nominating supervisor leaving office, only the newly elected or appointed supervisor is entitled to nominate a replacement to fill the vacancy.

2.50.024 - Vacancy filling procedures.¶
A. Vacancies occurring as a result of a resignation, or by removal pursuant to subsection (C) of Section 2.50.022 should be filled within ninety days; provided, however, that if removal or resignation of one or more commission members results in less than a quorum of commission members remaining in office, the nomination and appointment of sufficient commissioners to ensure that there will at least constitute a quorum of commissioners, should take place as soon as is reasonably possible. Thereafter, at the next regular meeting of the newly constituted commission, the members shall organize themselves and elect a chairman and vice-chairman for the orderly operation of the commission.
B. A commissioner whose term ends as a result of his or her nominating supervisor leaving office must be replaced or reappointed once the new supervisor has assumed office; provided, however, that until a new commissioner is appointed or the sitting commissioner reappointed, the sitting commissioner shall continue to serve.

2.50.026 - Functions, powers and duties.¶
The commission shall perform such functions and have such powers and duties as are prescribed for it by law and, in addition, shall consider such matters as may be referred to it by the board of supervisors.

2.50.028 - Compensation and expenses.¶
Each member of the commission shall receive as compensation for services that sum established by resolution of the board of supervisors for each meeting he/she attends. Such compensation for attendance at meetings of the commission shall be in addition to expenses or other compensations which such members may otherwise be entitled by law to receive.
