2.16.010 - Statement of legislative intent.¶
The board of supervisors finds and determines that it is more efficient and economical to have the clerk of the board physically in close proximity to the board of supervisors' meeting room, board offices, and the offices of the county administrator and county counsel. The board recognizes that while administrative supervision of the clerk is minimal, administrative supervision and logistical support should reside in the office within which the clerk of the board is to be located. Therefore, the county administrative officer shall perform such administrative supervision and provide logistical support to the clerk of the board. The board further recognizes that certain duties of the clerk are performed at the direct order of the board and that some other functions are mandated by statute or decisional law, while others may be performed by the county clerk or the clerk of the board. The board will therefore delineate and assign these duties from time to time by resolution, as provided herein.

2.16.020 - Position established—Appointment.¶
The clerk of the board of supervisors is established pursuant to Government Code Section 25100.5. The clerk of the board of supervisors shall be appointed by the board of supervisors. The clerk of the board of supervisors shall be placed administratively within the office of the county administrator. Nothing herein shall be construed to establish the clerk of the board of supervisors as a separate office, department head, or management employee.

2.16.030 - Budget.¶
The budget of the clerk of the board of supervisors shall be established as a budget unit within the office of the county administrator.

2.16.040 - Powers and duties.¶
The clerk of the board of supervisors shall perform such duties and exercise such powers as are now or may hereafter be prescribed by state or local law. The board of supervisors shall, by resolution, which may be amended by resolutions from time to time, delineate and assign the duties and functions of the clerk of the board of supervisors.
