2.22.010 - Establishment of office.¶
Pursuant to the authority contained in Section 27720 of the California Government Code, there is hereby established the office of county hearing officer.

2.22.020 - Duties in general.¶
The duties of the office are to conduct hearings, as assigned, for the county or any board, commission, or committee thereof, except hearings conducted by the zoning administrator or the planning commission. To accomplish this the hearing officer is granted all of the powers set forth in Government Code Section 27721.

2.22.030 - Duties—Merger appeals.¶
The principal duty and responsibility of the office is to hear appeals to the board of supervisors of determinations by the zoning administrator that parcels or units of land within the county have merged and make recommendations to the board regarding the disposition of said appeals.

2.22.040 - Powers.¶
The duty and responsibility to conduct additional hearings of various types may be assigned to the county hearing officer by the board of supervisors by resolution. In the absence of such assignment the county hearing officer is not authorized to hear any matter or make a recommendation to any board, commission or committee of the county, except as otherwise provided in Section 2.22.030.

2.22.050 - Qualifications.¶
Any county hearing officer, or any deputy or assistant hearing officer, appointed pursuant to this chapter, shall be an attorney at law having been admitted to practice before the courts of this state for at least five years prior to his or her appointment. Alternatively, the county administrator may contract with the Office of Administrative Hearings of the state of California for such services.
