2.56.010 - Department created.¶
There is created in the county a department of public welfare.

2.56.020 - Director—Appointment—Administrative authority.¶
The department of public welfare shall be administered by a director of public welfare, who shall be appointed by the board of supervisors of the county and at a salary to be fixed by the board of supervisors, and who shall hold office at the pleasure of the board.

2.56.030 - Director—Employment of personnel.¶
A. The director of public welfare shall from time to time recommend to the board of supervisors the employment of such personnel as may be necessary to administer the duties hereinafter delegated to the department of public welfare, together with the creation of such divisions within the department of public welfare as may be necessary from time to time for its efficient operation.
B. Subject to the provisions of the merit system of the State Department of Social Welfare Board, the board of supervisors shall provide, by resolution, for the employment and compensation of such personnel as may be necessary for the operation of the department of public welfare, together with the divisions of the department of public welfare necessary for its operation.

2.56.040 - Departmental duties—Designated.¶
The department of public welfare shall administer within the county the following:
A. Old Age Security Law;
B. Aid to orphans and needy children;
C. The issuance of licenses to private foster homes for child care and boarding homes for the aged;
D. Aid to indigent persons, whether in private homes or publicly maintained institutions; provided, however, that the Napa County Infirmary shall be physically operated under the direction of the board of supervisors;
E. Aid to the needy blind;
F. Aid to the partially supported blind;
G. Such other public assistance programs as shall be hereafter assigned to the department of public welfare by resolution of the board of supervisors.

2.56.050 - Departmental duties—Board orders and directives.¶
The board of supervisors shall, by resolution, make such orders and directives as may be necessary for the efficient administration of the programs enumerated in Section 2.56.040 of this chapter.

2.56.060 - County Infirmary admission conditions.¶
The sole exception to the provisions of subsection (D) of Section 2.56.040 shall be that the necessity, nature and extent of medical treatment at county expense, including medical necessity for admission to the Napa County Infirmary of medically indigent persons, shall be determined only by the county physician.
