4.80.010 - Prohibition.¶
No Person shall occupy, maintain, or allow others to occupy or maintain, any building, lot, premises, vehicle or other place over which he has ownership or control, in a condition which permits the breeding or harboring of rodents, flies, fleas, lice, mosquitoes, cockroaches, ticks, bedbugs, or other vermin.

4.80.020 - Additional prohibition regarding rodents.¶
No Person shall Permit the accumulation in any building, lot, premises, vehicle, or other place over which he has ownership or control of any material that might serve to harbor rodents unless such material is elevated not less than eighteen inches (18″) above the floor or ground with a clear intervening space thereunder.

4.80.030 - Additional prohibition regarding flies.¶
No Person shall Permit the accumulation in any building, lot, premises, vehicle, or other place over which he has ownership or control of any fly-breeding material. Such materials shall be removed so often as is necessary to prevent the breeding or habitation of flies and shall be disposed of in a manner satisfactory to the Health Officer. Every building, lot, premises, vehicle, or other place shall be cleaned and insecticides sprayed therein in a manner and with a frequency satisfactory to the Health Officer.

4.80.040 - Additional prohibition regarding mosquitoes.¶
No Person shall Permit the accumulation in or under any building, lot, premises, vehicle or other place over which he has ownership or control of any stagnant pool of water or other breeding sources for mosquitoes. Such sources shall either be eliminated by draining, or filling, or treated with appropriate chemicals or biological control agents in a manner and with a frequency satisfactory to the County Health Officer.

4.80.050 - Definition.¶
"Rodent-proof" means constructed and maintained in a manner preventing the entrance and harboring of rodents. Among the characteristics of such construction and maintenance are the following:
(a)
Open spaces not wider than one-fourth (1/4) inch around doors and windows to prevent the passage of rodents.
(b)
Exterior openings of buildings or structures, such as louver vents and ventilation systems, covered with corrosion resistant wire mesh, the area of each opening of which is no more than one-fourth (1/4) of one (1) square inch.

4.80.060 - Structures containing food for human or animal consumption.¶
All commercial or industrial buildings, structures or portions thereof which are used for the manufacture, preparation, storage, handling, sale or display of any food or food products for human or animal consumption shall be of rodent-proof construction. The County Health Officer shall determine if such rodent-proofing is adequate to prevent rodent infestation and if rodent infestation exists or is likely to occur.

4.80.070 - Enforcement.¶
Whenever the County Health Officer upon inspection finds a violation of any of the provisions of this chapter, he shall notify in writing the owner, his agent, or the tenant, occupant, or possessor of the building, lot, premises, vehicle, or other place of the specific conditions constituting such violation and shall indicate the specific measures necessary to abate said conditions.
