2.04.010 - Regular meetings—Time and place.

A. Pursuant to the provisions of Section 25081 of the Government Code, regular meetings of the board of supervisors shall be held each Tuesday commencing at the hour of nine a.m., at the Chambers of the Board of Supervisors, 1195 Third Street, Room 305 Napa, California 94559.

B. Such meetings shall continue from day to day, or from one day to another day certain, until all business before the board shall be disposed of.

C. Any meeting required to be held pursuant to subsection (A) of this section may be cancelled by majority vote of the board.

2.04.015 - Special meetings.

A special meeting may be held when called in accordance with the provisions of Section 54956 of the Government Code. Special meetings may be held in such places as may be provided in the call.

2.04.020 - Meeting dates and holidays.

When any meeting falls upon a day declared by law, or by the proclamation of the President of the United States of America, or the Governor of the state of California, to be a legal holiday, such meeting shall be held on the next business day.

2.04.030 - Adjournment for want of quorum.

Whenever, on any day appointed for any meeting of the board of supervisors, or on any day to which any meeting has previously been adjourned, a quorum shall fail to attend, a lesser number may adjourn the meeting. In the event no member shall so attend, the clerk of the board of supervisors shall declare the meeting adjourned to a stated time and place, shall cause a notice of the adjournment to be given in the manner set forth in Government Code Section 54955, and shall thereupon enter upon the record of the board the fact that such an adjournment has taken place.

2.04.040 - Salaries and benefits.

(A) Commencing on November 23, 2024, each member of the board of supervisors shall be compensated at a rate equal to sixty-three percent of the salary of the judges of the Superior Court established by Chapter 1.5 of Title 8 of the California Government Code (commencing with Section 68200), plus sixty-three percent of the amount of any incremental increase in the salary of the judges of the Superior Court subsequent to November 23, 2024, prescribed by Government Code Section 68203 or any other applicable provision of law. No more than five years after November 23, 2024, and no more than every five years thereafter, Napa County will engage in a market compensation study of board of supervisors' salaries and on completion of the market compensation study, present the finding to both the Napa County Chief Executive Officer and the Board of Supervisors.

(B) In addition to the compensation specified in subsection (A) of this section, each member of the board of supervisors shall also receive all supplemental fringe benefits accorded to other persons included in the Management-Non-Classified service of the County.

(C) In addition to the compensation specified in subsections (A), and (B) of this section, each member of the board of supervisors who participates in the County's 457 Deferred Compensation Plan shall be entitled to receive the annual Employer Contribution established by Section 4.02 of the County of Napa 401(a) Retirement Savings Plan to the same extent as all other officers and employees of the County who are included in the Management, Management-Non-Classified, or Confidential service.

(D) The compensation of the members of the board of supervisors shall be payable in biweekly payroll payments.

2.04.050 - Expenditures for orientation of supervisors-elect.

A. The board of supervisors may authorize the expenditure of county funds for the training and orientation of persons who have been duly elected, but have not yet assumed office, as a supervisor of the county. For purposes of this section, training and orientation expenses shall include the payment of course fees, travel and per diem expenses, course materials and consultant services; provided, however, that the reimbursement of such expenses shall be limited to such amounts as the board of supervisors deems proper and beneficial to the exercise of supervisorial duties by newly elected supervisors.

B. No expenditures shall be authorized pursuant to this section except upon receipt of a written request from the supervisor-elect which identifies the specific training and orientation he or she wishes to receive, and the cost thereof.

C. This section shall not be construed to authorize the expenditure of any funds for training and orientation of a supervisor-elect which would occur subsequent to the date he or she assumes office.
