13.08.010 - Protuberances on tires—Exceptions.¶
No tire on any vehicle upon a county highway shall have on its periphery any block, stud, flange, cleat, ridge, bead, or any protuberance of metal or wood which projects beyond the tread of the track surface of the tire nor shall any vehicle be moved or operated upon a county highway having corrugations on the periphery of the movable tracks on a track engine or tractor the propulsive power of which is not exerted through wheels resting upon the roadway but by means of a flexible band or chain. This section shall not apply to the following:
(a) Tire chains of reasonable size used to prevent skidding when upon wet surfaces or when upon snow or ice.
(b) Pneumatic tires which have imbedded therein wire not to exceed .075 inches in diameter and which are so constructed that under no conditions will the percentage of metal in contact with the roadway exceed five percent of the total tire area in contact with the roadway, except that during the first one thousand miles for use or operation of any such tire, the metal in contact with the roadway may exceed five percent of the tire area in contact with the roadway but shall in no event exceed twenty percent of such roadway.
(c) Vehicles operating upon unimproved roadways when necessary in the construction or repair of highways.
(d) Track engines or tractors when operated under conditions of a permit first obtained from the county department of public works.
(e) A track type vehicle having tracks of the type known as "street pads," after said vehicle has been approved by the director of public works.

13.08.020 - Special permits.¶
The county director of public works is authorized, pursuant to and in accordance with the provisions of Sections 13.04.060—13.04.080, to issue a special permit for the operation and movement on county highways of vehicles subject to Section 13.08.010.

13.08.030 - Appeals.¶
In the event that the applicant is not satisfied with the action of the county director of public works under this chapter, he may, within fifteen days, appeal in writing to the board of supervisors and the board shall set a date for hearing thereon. The board shall render its decision within thirty days after the filling of the appeal.

13.08.040 - Penalty for violation.¶
Any person who violates the provisions of this chapter or of the terms, conditions or covenants of a special permit issued pursuant to Section 13.08.020 is guilty of a misdemeanor and upon conviction thereof shall be punished in accordance with Section 1.04.270.

13.08.050 - Severability.¶
If any section, subsection, paragraph, sentence, clause or phrase of this chapter is, for any reason, held to be invalid or unconstitutional, such invalidity or unconstitutionality shall not affect the validity or constitutionality of the remaining portions of this chapter, it being expressly declared that this chapter and each section, subsection, paragraph, sentence, clause and phrase thereof would have been adopted irrespective of the fact that any one or more sections, subsections, paragraphs, sentences, clauses or phrases be declared invalid or unconstitutional.
