2.18.010 - Powers and duties of department heads.¶
A. The heads of the various County departments and offices shall have the following general powers, duties, and responsibilities:
To organize the department or office into divisions in such a manner as to efficiently perform the functional responsibilities of such department or office. For this purpose, the department head may create such section(s) and subunit(s) within such division as the department head deems necessary or desirable.
To recruit, hire, promote, discipline, and discharge departmental personnel in accordance with applicable law, including this Code, the County's personnel rules and regulations, and the provisions of applicable collective bargaining agreements.
To transfer or reallocate personnel from one division to another in accordance with their respective needs and best usage of available staff, pursuant to applicable County rules and regulations, including the provisions of applicable collective bargaining agreements.
To keep correct attendance records on each employee for payroll purposes and to submit such other information as required for the proper maintenance of individual personnel records, including leave of absence, job efficiency and performance, and personal conduct.
To administer the department's budget and permit no purchase requisitions to be issued, or other expenses incurred, unless an appropriation therefor has been duly authorized.
To attend meetings of the Board or any subcommittee or advisory committee of the Board, as required.
To attend meetings of their respective boards and commissions.
To initiate and maintain an appropriate public relations program for their respective services, including the publication of educational reports and brochures, the promotion of authorized objectives, and the making of public addresses when the occasion requires.
To promulgate and administer internal rules and regulations for the proper handling of personnel matters, the efficient performance of the department's duties and functions, and to assure compliance with equal opportunity goals and non-discrimination/harassment policies of the County.
To discharge such other duties as may be assigned by the County Administrative Officer or required by applicable law, and the ordinances or resolutions of the Board of Supervisors.
