12.40.010 - Definitions.

A. As used in this Chapter:

  1. "Parking stall" means an area in a parking lot or driveway to accommodate one parked vehicle and indicated by white painted lines or by rows of buttons or discs placed upon the surface of the ground.

  2. "Park" or "parking" means the standing of a vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading passengers.

B. Any words or phrases used in this Chapter which are not defined by its but are defined by the Vehicle Code shall have the meanings specified by the said Code.

12.40.020 - Grant of limited permission for vehicular traffic.

Subject to the exceptions, conditions, and regulations in this Chapter, and pursuant to the provisions of Section 21113 of the Vehicle Code, permission is granted to drive, stop, park or leave standing any vehicle upon the paved driveways and parking areas on the grounds of the Natividad Medical Center, in the City of Salinas.

12.40.030 - Parking regulations.

A. No person shall park any vehicle upon any of said driveways or parking areas at any time except that:

  1. Authorized emergency vehicles may park in the driveway and parking areas adjacent to the Emergency Room entrance.

  2. Drivers of vehicles upon which a permit issued pursuant to this Chapter is properly displayed and publicly-owned vehicles bearing the special "E" license plates may park in any permit parking area on said driveways, or parking areas, the exact sizes and locations of such areas to be determined by the Administrative Officer and indicated by appropriate signs or markings. In establishing the sizes and locations of such permit parking areas upon such driveways, and parking areas, the Administrative Officer is directed to be guided by, and given consideration to, the safe, efficient, and convenient functioning of the hospital and to the maintenance of the safe and unobstructed flow of both pedestrian and vehicular traffic upon the hospital grounds.

  3. Vehicles owned by the County of Monterey may park in the driveway or parking area south of the maintenance shop building.

  4. Passenger buses my park at a bus stop on the driveway to the south of the visitors' parking lot and near the side entrance to the main hospital building, the exact size and location of which to be determined by the Administrative Officer and indicated by appropriate signs or markings.

  5. Any vehicle may stop in front of the main entrance to the main hospital building for the purpose of loading and unloading passengers for not longer than five minutes.

  6. Vehicles engaged in the loading or unloading of freight may stop in front of loading docks and freight entrances to any of the hospital buildings for not longer than thirty (30) minutes.

  7. Any person may park any vehicle on the parking area at the rear, or southeast, of the tuberculosis sanitarium and the designated parking lots north and east of the hospital.

B. No person shall park in any parking lot on the hospital grounds, or in any permit parking area, except in a parking stall and in such a manner as to occupy not more than one stall and with the vehicle not over any parking stall line.

12.40.040 - Signs and curb markings.

The Administrative Officer is directed to place and maintain appropriate signs or curb markings giving notice of the parking regulations set forth in Section 12.40.030A of this Chapter, and no such regulation is effective unless signs or curb markings are in place.

12.40.050 - Tow-away authorized.

Any vehicle left unattended in any of said driveways or parking lots in violation of any provision of this Chapter and in such a location as to obstruct or create a hazard to traffic may be moved, or removed and stored, by or at the direction of any peace officer, and the reasonable charges incurred in so doing shall be a lien upon such vehicle.

12.40.060 - Parking permits.

A. Parking permits for permit parking areas are authorized as follows, and shall be issued in such manner and form as the Administrative Officer may, in his discretion, determine:

  1. Staff Permits. To employees and members of the medical and dental staff of the Natividad Medical Center who are subject to emergency call back to the hospital. These permits authorize parking in such permit parking areas and during such hours as may be designated by the Administrative Officer.

  2. Patient Permits. To patients of the Natividad Medical Center who are undergoing special treatment or who, because of physical considerations, require parking adjacent to the hospital, said permits shall be temporary and valid for a specified period of time. These permits authorize parking in such permit parking areas and during such hours as may be designated by the Administrative Officer.

B. No person shall use upon his vehicle, in any of said parking areas, any counterfeit or facsimile parking permit.

12.40.070 - Citation authority.

The Administrative Officer is directed to designate persons as parking patrolmen, who shall have the duties to investigate and survey parking conditions at said parking lots and driveways and to make and deliver notices of violations of this Chapter pursuant to the applicable provisions of the Vehicle Code.
