12.60.010 - Obstructing highways longer than ten minutes prohibited—Exceptions.¶
No railroad conductor or engineer, while operating a train, shall permit such train to obstruct the ordinary travel on any highway in the County of Monterey for longer than ten (10) consecutive minutes, except when such conductor or engineer has no control over the situation causing the obstruction, or when the train cannot be moved without endangering the safety of the passengers or freight.
